order to generate additional concepts prior to the actual preparation of construction documents. <br />The result of the design competition was the selection of MDF to finalize a schematic design for <br />the Phase I Sports Field improvements. Ironically, the preliminary design of the Phase I area <br />prepared by MDF in its Concept Plan already bore a strong resemblance to the previously <br />prepared plan. The MDF layout of the area was slightly different (primarily in the parking area) <br />in order to fit within the overall concept for the 318-acre park site. <br /> <br />On November 8, 2004, a meeting was held with members of the original Bernal Community <br />Park Master Plan Task Force, and representatives of both RRM Design Group and MDF. The <br />revised schematic design (as proposed by MDF) was presented to the group, and comments <br />were noted for incorporation into the plan prior to its presentation to the Parks and Recreation <br />Commission. In addition, the Task Force prioritized the basic elements of the plan in order to <br />keep the first phase expenditures within the established $4.3 million budget. <br /> <br />On December 9, 2004, at a public hearing before the Parks and Recreation Commission, staff <br />and project consultant MDF presented the revised Phase I Schematic Design for Bernal <br />Community Park. After receiving public comment, the Commission considered the schematic <br />plan, MDF's cost opinion for construction of the project, and the Task Force's recommended list <br />of project priorities. The Commission's recommended project could, according to MDF's <br />Estimate of Probable Cost, be constructed within the established budget of $4.3 million; <br />however, given the current uncertainty of construction costs for public projects, the list of <br />amenities are presented in prioritized order to allow elements of lower priority to be bid as "add <br />alternatives" in the event project costs exceed the established budget: <br /> <br />· Two-lane entry roadway, with paved parking for approximately 60 vehicles. <br />· Satisfactory infrastructure (sewer, water, storm-drainage, electrical, etc.) connecting <br /> Phase I to the Valley Avenue Extension, and sized for full project build-out. <br />· Permanent restroom building. <br />· Two fully-developed, lighted baseball fields with "skinned" infields. <br />· Paved plaza connecting the two lighted baseball fields. <br />· Children's play apparatus areas, suitable for different age groups (2-5 and 6-10 year- <br /> olds). <br />· One casual use baseball field, suitable for other recreational uses. <br />· Lighted pathways and modest landscaping surrounding the various improvements. <br />· Miscellaneous project enhancements if the budget allows. <br /> <br />Attachment 3 is a schematic design which depicts the proposed improvements, while <br />Attachment 4 represents the estimate of probable cost.
