The Council then conducted six public workshops in 2003. At the sixth workshop in December <br />2003, it decided to sponsor a design competition for the 318-acre City-owned portion of the <br />Bernal Property prior to completing its input on the Draft Phase II Plan. The design competition <br />was held between March and August 2004. M.D. Fotheringham, Landscape Architects (MDF) <br />was ultimately chosen as the winning design firm by the Council on August 31, 2004. Two City <br />contracts were soon after awarded to MDF in October. The first was to provide professional <br />design assistance for updating the Draft Phase II Specific Plan, and the second was to prepare <br />detailed site and landscape design plans for the Phase I Community Park Sports Fields. <br /> <br />The current step in the Draft Phase II Specific Plan update process calls for the City staff and <br />consultants to merge the MDF design competition concept with input provided by the Council, <br />City commissions, Community Park Task Force, community and staff, and to revise the Draft <br />Specific Plan accordingly. MDF and staff have initiated this step by developing five site plan <br />alternatives for Council review and comments. Workshops regarding the resulting Unified <br />Conceptual Plan by the Civic Arts, Youth, Parks and Recreation, and Planning commissions are <br />scheduled to follow. This step is to conclude next May with the completion of the Draft Phase <br />II Specific Plan update by staff and with the Council providing direction for staff to proceed <br />with the preparation of the appropriate environmental documents and formal public hearing <br />process. <br /> <br />During the public hearing process that follows, the updated Draft Specific Plan will first be <br />subject to review and comment by various City commissions. This will be followed by public <br />hearings on the Draft Plan and environmental documents by the Planning Commission and <br />Council. Following Council approval, the Specific Plan will be subject to ratification by a vote <br />of the citizens. <br /> <br />The Planning Department is responsible for preparing the Phase II Specific Plan and <br />environmental documents and coordinating the public review process. Wayne Rasmussen <br />(formally Principal Planner for the City and now private consultant) has been retained by the <br />City to serve as the Draft Specific Plan update coordinator. MDF is under contract with the City <br />to provide specific plan level design services throughout the update and public hearing <br />processes. MDF will be primarily responsible for providing assistance with regard to site <br />planning and the preparation of design guidelines. <br /> <br />STATUS OF PHASE I SPORTS FIELDS PROCESS <br /> <br />On April 29, 2003, the Parks and Recreation Commission reviewed four possible scenarios for <br />the development of the Phase I Sports Fields for Bemal Community Park, as designed by RRM <br />Design Group. After consideration and discussion of the various phasing plans, the Commission <br />approved an option that included two lighted baseball fields, an access road and other related <br />infrastructure, parking, restroom facility, and tot lot area, all for an estimated design and <br />construction cost of approximately $4.3 million.
