SUMMARY: <br /> <br />After the Bemal Property Task Force completed its work on the Draft Phase II <br />Specific Plan in May 2002, the Council conducted a series of six workshops on the <br />Draft during 2003 and sponsored a design competition for the 318-acre plan area in <br />March through August 2004. The City subsequently contracted with the design <br />competition winner, M.D. Fotheringham, Landscape Architects (MDF), to assist in <br />updating the Draft Specific Plan. The City also contracted with MDF to work with <br />staff to prepare landscape design plans for the first phase of the Bemal Property <br />Sports Fields project. <br /> <br />Now that the design competition is completed, the Council is scheduled to continue <br />its Draft Phase II Specific Plan workshop process and to consider proceeding with <br />the design of the first phase of the Sports Fields. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />STATUS OF PHASE II SPECIFIC PLAN PROCESS <br /> <br />The Bernal Property Specific Plan process is being conducted in two phases. The Phase I Plan <br />was adopted by the Council on August 21, 2000. This phase focused on the 198-acre "private" <br />development portion of the 516-acre Bemal Property, but it also provided coordinated policy <br />guidance for the remainder of the site. <br /> <br />Phase I permits 581 mixed-density housing units, 750,000 square feet of commercial/office <br />building floor area, a "village common" park, a neighborhood park, an elementary school, and <br />streets. It also includes the future development of a fire station, a 30- to 50-acre community park, <br />a neighborhood/special use park on the knoll, storm-water detention ponds, noise berms, and <br />trails within the Phase II Plan Area. <br /> <br />Phase II covers the 318 acres that were recently dedicated to the City by the Phase I developer. <br />This area is now in the process of being planned by the City and is the subject of the following <br />report. <br /> <br />The current Draft Phase II Specific Plan is the result ofa 1 1/2 year long public planning process <br />that was conducted by the Bernal Property Task Force. Upon completion of the Draft Phase II <br />Plan in May 2002, the project was put on hold by the Council pending a community vote on the <br />Measure V ballot initiative in November 2003. The Draft Plan was subsequently referred to the <br />Council to review prior to initiation of the formal environmental review and public hearing <br />processes. <br /> <br />SR 05:010 <br />Page 2 <br /> <br /> <br />
