For a more detailed account of the discussion at the meeting, please see the attached excerpt of <br />the draft Planning Commission minutes for December 8, 2004. <br /> <br />DISCUSSION <br /> <br />The attached Planning Commission staff report dated December 8, 2004 provides a detailed <br />description and discussion of the proposed application including: General Plan and Vineyard <br />Avenue Corridor Specific Plan land use conformity, site development standards, soils, building <br />design, green building measures, grading and drainage, utilities, landscaping, visual analysis and <br />fencing. In staff's opinion, the proposed house design and lotting configuration adheres to the <br />policies and requirements of the Vineyard Avenue Corridor Specific Plan and is attractively <br />designed. The home would share its access with and be part of the maintenance agreement of <br />the adjacent Vineyard View subdivision currently under construction by Delco Builders. The <br />proposed residence would include green building measures also included in the construction of <br />the homes in Delco Builders' adjacent Vineyard View and Vineyard Hill subdivisions. The <br />applicant has agreed to the conditions requested by the Planning Commission. These changes <br />would be reflected in the building permit and improvement plans submitted prior to the issuance <br />of permits for the construction of the residence. <br /> <br />The City's Traffic Engineer has reviewed the proposed sight distance at Leona Place and <br />Vineyard Avenue and found that this entrance could be improved by the addition of a <br />deceleration lane along a portion of the proposed project frontage for westbound traffic entering <br />Leona Place. An additional 5 ft. of roadway widening would be required along a portion of the <br />site frontage, requiring the proposed house and berm to be shifted to the north an additional 5 ft. <br />The applicant has agreed to this change and a condition of approval has been added to address <br />this change. <br /> <br />PUD FINDINGS <br /> <br />Please refer to the attached Planning Commission staff report, pages 8-10for a discussion of the <br />considerations needed to approve the proposed PUD development plan. <br /> <br />PUBLIC NOTICE <br /> <br />Notice of the proposed PUD application was mailed to the surrounding property owners and <br />tenants within 1,000 feet of the affected properties. At the time this report was written, staff has <br />not received any comments or concerns from any of the adjacent owners or tenants. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />An Environmental Impact Report was prepared and certified for the Vineyard Avenue Corridor <br />Specific Plan. The California Environmental Quality Act (CEQA) specifies that individual <br />residential projects that are prepared pursuant to the requirements of an adopted specific plan, <br /> <br />SR 05:007 <br />Page 4 of 6 <br /> <br /> <br />
