Plan to be developed as a 20.6-acre community park and would be designed and built as a furore <br />City project. The design of this future park would be reviewed at future public hearings. <br /> <br />The Planning Commission reviewed and recommended approval of the proposed PUD <br />development plan for the single residence, with several minor changes to the proposal, at its <br />meeting of December 8, 2004. The application is now before the Council for final action on the <br />proposal. <br /> <br />PROJECT DESCRIPTION <br /> <br />The proposed PUD development plan would allow the construction of one, approximately 2,904 <br />square-foot single-family residence with a 560 square foot loft area on the relatively flat <br />southwestern portion of the proposed 1.675-acre lot. The proposal also includes an attached <br />garage of approximately 916 square feet in size. The Craftsman-style architectural design of the <br />house is consistent with the design of the other 26 units in Delco Builders' adjacent Vineyard <br />View and Vineyard Hill subdivisions, currently under construction. The access to the house <br />would be from Leona Place, a private street that is being constructed to serve the adjacent 4-lot <br />Vineyard View subdivision <br /> <br />Please refer to the attached December 8, 2004 Planning Commission staff report for additional <br />project information. <br /> <br />PLANNING COMMISSION PUBLIC HEARING <br /> <br />The proposed PUD development plan was reviewed by the Planning Commission at its public <br />hearing on December 8, 2004. The Commission found the project to be generally well-designed <br />and in keeping with the requirements of the Vineyard Avenue Corridor Specific Plan. The <br />Commission requested that additional landscaping be planted on the berm along the site's <br />Vineyard Avenue frontage, at the area close to the front of the house, to provide more screening <br />of the proposed residence. Also, the Commission requested that the applicant revise the project <br />photomontage for the City Council's review to show the proposed trim colors. The attached <br />photomontage provided for the Council's review reflects this change to show trim colors. A <br />condition of approval was added to require that the final house colors be provided for the review <br />and approval of the Planning Director to ensure that the colors blend to the greatest extent <br />feasible with the natural environment. Lastly, the Commission requested that the standard <br />existing tree condition be amended to require that replacement trees be provided, in addition to <br />any assessed fine, in the event that any existing on-site trees are damaged on the lot. During the <br />discussion of the project, the question was raised whether adequate sight distance would be <br />provided from vehicles turning into the Leona Place (previously-approved as part of the <br />Vineyard View subdivision). The City Engineer indicated that he would look into this issue <br />subsequent to the Commission hearing. Discussion concerning this issue is provided in the <br />subsequent Analysis section of this report.
