correspond to architectural features of the other homes in the nearby subdivisions. In addition, <br />the exterior colors of the homes would be medium brown and gray colors. Given the proposed <br />architectural designs and exterior colors and materials, staff finds that the home design would be <br />attractive and consistent with the requirements of the Specific Plan. <br /> <br />As previously mentioned, Shadow Cliff Regional Recreation Area (East Bay Regional Park <br />District) is just north of the Old Vineyard Avenue trail. The Park District has in the past <br />requested that development adjacent to parkland to be one-story homes to mitigate visual <br />impacts. Staff has discussed the loft design and the proposed building height with Ms. Linda <br />Chavez at East Bay Regional Park District. Ms. Chavez concurred that the loft feature does not <br />affect the one-story elevation that faces Shadow CliffRegional Recreation Area. She finds that <br />the proposed 22-foot height is consistent with the maximum height that the Park District agreed <br />to. The homes in the adjacent Delco Builders' Vineyard View subdivision are approved at 22 fi. <br />and 20 ft. and 7 inches. The design guidelines for the homes in the adjacent McCurdy <br />subdivision were approved with a height limit of 23 feet for the future homes. <br /> <br />Green Building Measures <br /> <br />All new residential projects have been encouraged to include green building measures in the <br />design of the new homes. Currently, the City utilizes Alameda County Waste Management <br />Authority's (ACWMA) Green Points rating as a guide for determining the specific green <br />building measures to be designed into the home and the resultant "greenness" of the home. The <br />Green Points rating system establishes a minimum of 50 points for a home to be determined to <br />be a "green home" with a minimum of 10 points in each category (Resources, Energy, and <br />IAQ/Health). Delco Builders has agreed to use green building measures in the construction of <br />this home and has submitted the checklist showing 50 points for the Commission's review. <br /> <br />Landscaping <br /> <br />The Specific Plan includes specific guidelines for new landscaping in the Plan Area. The proposed <br />landscaping plan for the berm and front yard along Vineyard Avenue includes a mix of both native <br />and non-native plant species with the intent that the proposed landscaping plan complements the <br />grassland setting of the lot. Specifically, the planting plan shows groupings of medium- and <br />large-sized deciduous and evergreen trees, such as flowering crabapple, London plane, and coast <br />live oak, planted in asymmetrical and randomly-spaced clusters. These trees would be mixed with a <br />variety of informal shrub massings to form an attractive streetscape along Vineyard Avenue. When <br />matured, the trees and shrubs along with the berm, would effectively screen the house from <br />Vineyard Avenue.
