Fencin~ <br /> <br />The Specific Plan establishes the following guidelines for fencing. Solid board fencing in <br />moderate to steeply sloping terrain is appropriate only when located in close proximity to a <br />residence. Site perimeter and other outlaying fencing in these areas should remain visually open <br />(i.e., split-rail or wire-mesh) in order to minimize the visual "ribbon-like" effect of fencing on <br />the hillsides. During the review of the PUD development plan for the Vineyard View and <br />Vineyard Hill subdivisions, the Planning Commission specifically required that all fencing on <br />the lots be an open-style fencing. The developer is proposing to adhere to these fencing <br />requirements and only construct open fencing on the property lines in order to preserve the rural <br />character of the area. A condition of approval has been added to address this issue. <br /> <br />Open Space Area <br /> <br />A portion of the Site is designated as open space by the Specific Plan. The purpose of this open <br />space area is to preserve the natural features of hillside areas along Vineyard Avenue. While no <br />homes are permitted within the open space areas, the Plan allows fencing and agricultural <br />structures. The Specific Plan requires that a site-specific management plan be prepared for these <br />open space areas. The purpose of the management plan is to address the long-term maintenance <br />requirements of these areas, including fire prevention measures. Staffhas added a condition <br />requiring the project developer provide such plan, subject to the review and approval by the <br />Planning Director and the Fire Marshal, prior to issuance of a building permit. <br /> <br />Visual Analysis <br /> <br />The Specific Plan requires that a visual analysis of future homes in this area be conducted during <br />the PUD development plan review process and that all practical efforts be made to completely <br />screen the view of improvements proposed in the areas above the 475 ft. elevation when viewed <br />from off-site. As proposed, the house pad would be situated at 419 ft. elevation, and the roof <br />pitch would be at 441 ft. elevation. No portion of this one-story building would be above the <br />475 ft. elevation. The project developer has prepared a photomontage for the project which <br />shows views of the finished development from a number of off-site locations. These views <br />include both existing and proposed landscaping that would screen the home. <br /> <br />PUBLIC COMMENT <br /> <br />Notices of the Planning Commission's public hearing were sent to the residents within 1,000- <br />feet radius of the subject property.
