Staff recommends that the development standards for an accessory structure shall <br />follow those that are required for R-1-20,000 zoning district, similar to the lots in the adjacent <br />Vineyard View subdivision. However, given the topography of the site and the EBRPD <br />parkland located to the immediate north of the Site, staffdoes not believe any accessory <br />structures should be allowed on the sloped portions of the Site. Thus, staff recommends as a <br />condition of approval, the only structures permitted on the sloped portions of the site shall be <br />open fencing. <br /> <br />Staff believes the proposed site development standards, along with the restriction prohibiting <br />structures on the sloped areas on the Site, are appropriate for this low-density residential <br />development. The proposed house would be oriented in a manner consistent with the proposed <br />homes in the adjacent Vineyard View subdivision and would have limited visibility from off- <br />site. <br /> <br />Grading Plan <br /> <br />Minor grading would be performed to provide adequate drainage for the homesite and to create <br />a pad for the house, the garage and a small outdoor living area. Since the house would be <br />situated at a similar elevation as Vineyard Avenue, an attractive berm would be created along <br />the lot frontage to provide noise attenuation as required by the Specific Plan and as required <br />along the frontage of the adjacent Vineyard View subdivision. This berm would be a maximum <br />of six feet in height, and it would be backed by a retaining wall along the side visible to the <br />residence to provide adequate usable yard area for the future homeowner. Other than creating <br />the pad for the proposed development and the berm to screen the proposed development, no <br />other grading is proposed on the subject site.
