underground wells and holding tanks, while the underlying open space-designated land, would <br />be owned by the future homeowner. <br /> <br />The southwestern portion of the Site is relatively flat. The land then slopes down northerly, <br />southwesterly, and northeasterly, up to a 35 feet height difference. An existing storm drain runs <br />southwest to northeast on the west side of the Site. Dense trees are seen on the Site; however, <br />none of which would be are located near the proposed development area or would be impacted <br />by the proposed construction. <br /> <br />PROJECT DESCRIPTION <br /> <br />The proposal is to construct an approximately 2,904 square-foot house with a 560 square foot <br />loft area on the relatively flat southwestern portion of the Site. The proposal also includes an <br />attached garage of approximately 916 square feet in size. The access to the house would be from <br />Leona Place, a private street that is being constructed to serve the adjacent Vineyard View <br />subdivision. <br /> <br />The proposed house would be oriented with its front elevation facing southwest. The home <br />would have traditional-style architectural features that would be consistent with the Specific <br />Plan and the adjacent homes that are currently under construction in Delco Builders' Vineyard <br />View and Vineyard Hill subdivisions. The house plan includes a stucco exterior with stone <br />wainscoting, decorative wood brackets along the roof caves, and trim surrounds around the <br />windows. A small loft within the roof area of the single-story home would face Vineyard <br />Avenue. The rear building elevation that faces Shadow Cliff Regional Recreation Area has a <br />single-story appearance. <br /> <br />The grading plan shows that a berm would be constructed along Vineyard Avenue to provide <br />noise attenuation from traffic noise generated on Vineyard Avenue and would also provide <br />screening of the residence from off-site. Other minimal grading is proposed for the site to ensure <br />adequate drainage. <br /> <br />ANALYSIS <br /> <br />Site Development Standards <br /> <br />The subject lot is designated as a Low Density Residential lot by the Specific Plan and is <br />covered by the Vineyard Avenue Corridor Specific Plan Environmental Impact Report. In <br />addition, the Specific Plan sets site development standards. The proposed new home has been <br />designated to adhere to the following site development standards which are consistent with those <br />specified in the Specific Plan. <br /> <br />Case No. PUD-40 <br /> <br /> Planning Commission <br />Page - 3 - <br /> <br /> <br />
