BACKGROUND <br /> <br />The Vineyard Avenue Corridor Specific Plan (herein refcrrcd to as the Specific Plan) was <br />adopted in June 1999. It requires all development proposals within the Specific Plan Area to be <br />subject to the City's Planned Unit Development (PUD) development plan review process. The <br />proposed project is a one-lot PUD development, adjacent to Delco Builders four-lot Vineyard <br />View development which is currently under construction. As part of the approvals for the <br />Vineyard View development, it was contemplated that this parcel would be annexed in the <br />CC&Rs and Driveway Easement and Maintenance Agreement. <br /> <br />The subject site is a portion of a larger parcel, approximately 22.28 acre~ in size. The recently <br />realigned Vineyard Avenue separates the site into two portions with the northern portion, <br />triangular in shape, encompassing approximately 1.675-acres. The Vineyard Avenue Corridor <br />Specific Plan allows the construction of one single-family residence on this 1.675-acre portion <br />of the lot. The remaining portion of the lot on the south side of Vineyard Avenue, used by <br />Pleasanton Garbage Service as a landfill until the 1970s, is designated in the Specific Plan to be <br />developed as a 20.6-acre community park. <br /> <br />The proposed PUD development plan, currently before thc Commission for its review, is for the <br />construction of a single-family residence on the 1.675-acre portion of the site. As the future <br />community park would be funded and constructed by the City, no plans are being proposed for <br />the park as part of this PUD development plan. Upon approval of this one-lot PUD <br />development plan, the pending minor subdivision application would be processed to subdivide <br />this 1.67-acre portion of the site from the remaining 20.6-acre community park portion. <br /> <br />SITE DESCRIPTION <br /> <br />This 1.675-acre portion of the lot (herein referred to as the Site) abuts Vineyard Avenue to the <br />south, Old Vineyard Avenue trail and Shadow Cliff Regional Recreation Area (East Bay <br />Regional Park District) to the north, Vineyard View subdivision to the west, and a new five-lot <br />subdivision (McCurdy property) to the east. The easternmost portion of the Site is designated as <br />open space by the Specific Plan. The existing monitoring wells and holding tanks are located <br />underneath this open space portion of the Site. The applicant proposes an easement to a <br />responsible party (be determined by the City Engineer and the City Attorney) to maintain the <br /> <br />t The applicant has submitted a parcel map request to subdivide the subject site into two separate parcels, noted on the site <br />plan as Parcel 1 (the portion of the lot south of Vineyard Avenue) and Parcel 2 (the portion of the lot north of Vineyard <br />Avenue). Since the requested parcel map is currently pending review and approval, staff refers the proposed development as <br />a one-lot PUD development plan on a site approximately 22.28 acres in size. <br /> <br />Case No. PUD-40 <br /> <br /> Planning Commission <br />Page - 2 - <br /> <br /> <br />
