DRAFT <br /> <br />In response to an inquiry by Commissioner Blank regarding green building points, Ms. Kline <br />confirmed that the 50 green building points were not a specific condition of approval, but <br />because these were submitted with the materials, it now becomes a binding part of the approved <br />exhibit. <br /> <br />In response to an inquiry by Commissioner Blank regarding Condition 29 and dust created by <br />construction in the dry weather, Ms. Kline replied that could happen and that staff would <br />probably amend their existing grading permit for the Vineyard View subdivision. The <br />development portion that would be done would be the grading for the berm as well as the pad <br />area for the house. Staff included requirements to reduce the dust, which is not typically <br />included for single house projects. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />R.J. Wilson, construction manager, Delco Builders, representing the applicant, commended the <br />City's field inspection staff for their continual watchfulness during construction times to ensure <br />that there was not any dust or mud. <br /> <br />In response to an inquiry by Chairperson Roberts whether Leona Place was under construction, <br />Mr. Wilson replied that it was not, as far as he knew. <br /> <br />In response to an inquiry by Commissioner Fox regarding the kind of tree used when screening is <br />needed in a short amount of time, Mr. Wilson replied that although he was not a landscape <br />expert, he understood that better growth in a tree resulted when it was planted smaller and <br />younger. Trees that are grown in a pot for a considerable amount of time don't grow as well as <br />the smaller trees that are planted right away. If the two are planted together, the smaller tree will <br />catch up to the larger one in a short period of time. <br /> <br />Chairperson Roberts advised that the larger trees were often root-bound. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Chairperson Roberts advised that there was an error in the last sentence of paragraph 3 on page 5 <br />(Building Architecture), which reads: "Those neighborhood are Pleasanton Meadows and <br />Vintage Hills II." She noted that Pleasanton Meadows was located considerably north of this site. <br /> <br />Ms. Kline advised that the former name of that subdivision was Pleasanton Estates and that it <br />was mistyped in the staff report. <br /> <br />In response to an inquiry by Commissioner Blank whether a 12-foot satellite dish may be <br />installed on the sloped portion of the site, Ms. Kline confirmed that would not be allowed. Any <br />dish over 10 feet in height would require an administrative design review. <br /> <br />Commissioner Fox expressed concern about Condition 24 regarding the trees and would like to <br />see the site remain rural in nature. She would like to see the primary screening trees be planted <br />larger in size.
