DRAFT <br /> <br />In response to an inquiry by Commissioner Fox regarding five large trees that had been added, <br />Ms. Kline confirmed that the illustration of the trees was representative of their size in <br />7-10 years. <br /> <br />In response to an inquiry by Commissioner Fox whether the landscaping adequately screened the <br />house and whether the landscaping plan was a good one, Ms. Kline confirmed that was the case <br />and added that she worked closely with the developer on the site across the street. She believed <br />the landscaping plan was of high quality and that the use of native plants had been stressed. <br /> <br />Chairperson Roberts expressed concern about the entry road at Leona Place, and she believed <br />that its placement at the top of the hill was dangerous. She noted that she drives that road <br />frequently and added that as a driver comes up the hill, the top is not visible. If the sun is low, a <br />driver cannot see anything at all. She was very concerned about the ingress and the egress and <br />the lack of visibility of cars coming up the hill. <br /> <br />Mr. Grubstick replied that staff had examined the sight distances for this location and that staff <br />had the same concerns aborn the sight distance going up the hill, specifically from Pietronave <br />Lane. Staff evaluated that situation and determined that there was sufficient site distance from <br />Pietronave Lane. He believed that the sight distance, looking down the hill from Leona Place <br />was also reviewed and added that he would check into that situation. <br /> <br />Chairperson Roberts expressed concern about possible blockage of traffic by the berm and <br />suggested that it may need to be tapered considerably at that point. <br /> <br />Mr. Grubstick noted that the pavement elevation on Vineyard Avenue is quite low at this time <br />and that it would be raised approximately six inches. That would raise the visibility of the <br />vehicles somewhat, and he added that staff would re-examine the sight distances at that location. <br /> <br />Commissioner Blank shared Commissioner Fox's concern about the landscaping and trees at this <br />gateway location. <br /> <br />In response to an inquiry by Commissioner Fox whether East Bay Regional Park District had <br />been notified, Ms. Kline confirmed that the District was notified and plans had been sent. <br />Planner Jenny Soo had conducted conversations with Linda Chavez of EBRPD, who had <br />communicated her approval of the PUD. <br /> <br />Chairperson Roberts noted that Ms. Chavez had attended the original meetings and requested <br />that the homes be single-story houses overlooking that East Bay Regional Park. <br /> <br />Commissioner Blank inquired about Condition 22 and asked why the developer would not be <br />required to replace any damaged trees rather than pay the City fbr their value.
