21 <br />trail surfaces are to be used, where feasible, to minimize <br />runoff and improve storm and irrigation water quality before <br />entering the natural drainage systems. <br /> <br /> <br />VII. PUBLIC INFRASTRUCTURE <br /> <br />The primary infrastructure facilities; water transmission <br />lines, wastewater trunk lines, storm water detention facilities, <br />and public utilities, have been master planned to include the <br />Community Park in the Bernal Property Phase I and II Specific <br />Plans. No additional new major infrastructure lines or <br />structures are anticipated within the Community Park. <br />Infrastructure planning for the Community Park is therefore <br />to take place consistent with the Specific Plans. <br /> <br /> <br />VIII. ENVIRONMENTAL PROTECTION <br /> <br />The Community Park presents several environmental matters <br />that will require careful evaluation, mitigation, and <br />monitoring. These include: <br /> <br /> Noise <br /> Lighting <br /> Visual resources <br /> <br />Noise – The Community Park will generate noise primarily <br />from vehicular traffic, sporting activity cheering, amplified <br />game announcing, and performances at the amphitheater. <br />Noise impacts will be adequately mitigated by the more than <br />800-foot wide open space “grand meadow” buffer situated <br />between the Park facilities and the nearest residential <br />neighborhood to the west. In addition, amplified sound is to <br />be directed downward toward the audiences to reduce off-site <br />noise impacts. <br /> <br />Lighting – All of the formal sports fields are to be lighted. <br />Special consideration for reducing the potential impacts of <br />lighting on neighboring residential neighborhoods is of <br />primary importance. The following measures are included in <br />this Plan to mitigate the potential for adverse light and glare <br />impacts: <br /> <br /> All lighted fields are to be located at least <br />800 feet away from the nearest housing to <br />provide a substantial buffer, and per the <br />requirements of the “Initiative to Save Our <br />Community Park.” <br /> Highly effective light cut-off shields and <br />luminaries are to be included in the Park
