20 <br />The intersection of Pleasanton Avenue at Bernal Avenue is to <br />become a major functional and aesthetic facility. Multiple <br />turn lanes will be needed on Pleasanton Avenue south of <br />Bernal Avenue, and on Bernal Avenue (Figure 5). <br /> <br />Bus service will be provided by the Livermore Amador Valley <br />Transit Authority (LAVTA), better known as “Wheels.” Bus <br />stops and shelters are planned for key pedestrian entries to <br />Park facilities along Pleasanton Avenue. <br /> <br />Parking lots are to be situated around the perimeter of the <br />Community Park so as to protect park users from vehicular <br />safety hazards, noise, and interference with recreational <br />activities. The visual expanse of parking is to be broken up by <br />creating a series of smaller lots, screened by mounding and <br />generous landscape planting. <br /> <br />The efficient sharing of parking between public facilities <br />within and outside of the Community Park is a top priority in <br />order to reduce the overall number of parking spaces. It is <br />anticipated that the Park facilities will share parking with the <br />potential Cultural Arts Center (CAC) to the northeast, the <br />proposed Youth/Community Center (YCC) to the east, and the <br />“grand meadow” open space to the west. In addition, <br />approximately 250 parking spaces are to be developed on the <br />potential CAC site specifically for shared use with Community <br />Park visitors during non-performance times at the theater. <br />These spaces should be constructed prior to use of the <br />second soccer field. Due to the extent of overall anticipated <br />shared parking, major events and performances at the <br />Community Park, CAC and YCC will need to be coordinated by <br />the City to ensure that adequate parking will be available at <br />all times to serve the various activities. <br /> <br />The location and design of Park facilities to the north of the <br />soccer stadium shall not preclude the potential construction <br />of a second roadway / driveway connection between the <br />potential CAC parking lot and Bernal Avenue in the event that <br />a future additional point of access is needed. <br /> <br />Trails – Trail use is considered to be a primary component of <br />the Community Park Master Plan, as well as the Bernal <br />Specific Plans. An integrated system of Park trails (Figure 6) is <br />planned to connect all Park facilities to one another, as well <br />as to the other outlying Bernal Property public facilities. This <br />includes trails designated in the General Plan, Bernal Specific <br />Plans, and the East Bay Regional Park District’s Master Trails <br />Plan. <br /> <br />Trails are intended for use by leisure walkers, joggers, sports <br />facility users, bicyclists, and potential equestrians.
