22 <br />development plans to ensure minimal “spill <br />light” onto areas that are not intended to be <br />lighted. <br /> A procedure is to be established by the Parks <br />and Community Services Department for <br />citizens to report potential complaints about <br />nighttime lighting to the City. <br /> <br />In addition to sports field and amphitheater lighting, low- <br />profile lighting is planned along the primary park trails to <br />help ensure the safety and security of users. Street lighting <br />poles and fixtures that match the existing Bernal Property <br />standards are also proposed along the future extension of <br />Pleasanton Avenue, and within parking lots. <br /> <br />Visual Resources – The open area in which the Community <br />Park is to be located provides panoramic views from Bernal <br />Avenue to the Pleasanton Ridgelands and the Southeastern <br />Hills. These views provide major aesthetic and community <br />character amenities for the City and are to be substantially <br />protected. <br /> <br />In order to ensure that future Community Park improvements <br />do not significantly obstruct or reduce the quality of these <br />views, the following measures are to be implemented: <br /> <br /> No Community Park buildings exceeding <br />1,000 square feet in area nor 15 feet in <br />height are to be located within 800 feet of <br />Bernal Avenue. <br /> Trees planted within 800 feet of Bernal <br />Avenue should consist of species that are <br />generally limited in height, and <br />situated/clustered to frame views of the <br />outlying scenic hills. <br /> No two-story buildings are permitted within <br />the Community Park. <br /> <br /> <br />IX. IMPLEMENTATION PROCESS <br /> <br />All Community Park uses and improvements are to be <br />consistent with the Pleasanton General Plan, Bernal Property <br />Specific Plans, EIR, and all other applicable City regulations. <br />Planned Unit Development (PUD) plans for the Phase “One” <br />(three baseball fields) portion of the Community Park were <br />approved by the City Council in July 2005, and are deemed to <br />be consistent with this Master Plan. All future PUD <br />development plans for Community Park improvements are to <br />be prepared consistent with this Master Plan, and are subject <br />to approval by the City Council.
