5 <br />RELATIONSHIP OF THE MASTER PLAN TO OTHER <br />PLEASANTON PLANNING DOCUMENTS <br /> <br />Four primary City planning documents are directly relevant to <br />this Master Plan: the Bernal Property Phase I and II Specific <br />Plans, the Phase One Community Park PUD, and the combined <br />Environmental Impact Report (EIR) for the Bernal Property <br />Phase II Specific Plan and the Bernal Community Park Master <br />Plan. The specific relevance of each document is summarized <br />below. <br /> <br />1. Bernal Property Phase I Specific Plan, dated <br />August 21, 2000 <br /> <br />The Bernal Property Phase I Specific Plan pertains <br />specifically to the 198-acre “private development” <br />portion of the greater 516-acre Bernal Property, and <br />more generally to the entire 516-acre site. Phase I <br />calls for a “30-50 acre Community Park within the <br />central area, designed for active use and lighted <br />sports fields.” The Phase I Plan text further includes <br />the following policy guidance regarding the <br />Community Park: <br /> <br />“The Community Park should incorporate the <br />mitigation measures described in the (Phase I <br />Specific Plan) EIR as it develops, including <br />addressing potential impacts on adjoining uses. <br />When determining the location of the <br />Community Park, attention should also be given <br />to the potential future Phase II uses which may <br />have particular locational and/or adjacency <br />requirements in order to retain the possible <br />accommodation of these future uses in the Phase <br />II planning of the site. <br /> <br />The components of the Park shall be determined <br />using the comprehensive public process and, in <br />particular, shall be consistent with the Land Use <br />and Visual Resources objectives of this (Phase I <br />Specific) Plan. <br /> <br />The Community Park shall include neighborhood <br />park facilities.” <br /> <br />Since a Specific Plan is defined by the State as an <br />extension of the General Plan, all related City plans <br />and other City documents must comply with the <br />specific plan.
