6 <br />provisions of the Pleasanton General Plan and the <br />Bernal Property Specific Plans. <br /> <br />2. Bernal Property Phase II Specific Plan <br /> <br />The Phase II Specific Plan relates directly to the 318- <br />acre City-owned portion of the Bernal Property. It <br />provides more detailed policy guidance for the <br />Phase II area than did the Phase I Plan with regard to <br />potential land uses, design character, sustainability, <br />and circulation. All pertinent provisions of the <br />Phase I and II Specific Plans have either been <br />integrated into this Master Plan or are referenced to <br />ensure compliance. <br /> <br />3. Phase One Community Park Baseball Fields PUD <br /> <br />The Pleasanton citizens’ “Initiative to Save Our <br />Community Park” (2004, see Appendix) pertained <br />directly to the Bernal Community Park and <br />mandated, among other things, that the <br />“development of the first phase (baseball fields) of <br />the Community Park shall be given the highest <br />reasonable priority in development of the Bernal <br />site.” In an effort to comply with this provision, the <br />City prepared and approved PUD development plans <br />in early 2005 for Phase One of the Community Park, <br />which included three baseball fields and related <br />facilities on 13 acres of land. The primary design <br />components of the PUD plans have since been <br />incorporated into this Master Plan to ensure <br />consistency. <br /> <br />4. Environmental Impact Report <br /> <br />A combined project-related environmental analysis <br />for both the Phase II Specific Plan and the Park <br />Master Plan is contained in a separate companion <br />document entitled “Environmental Impact Report <br />for the Bernal Property Phase II Specific Plan and <br />Master Plan for Bernal Community Park.” The EIR <br />includes an analysis of the potentially significant <br />project-related environmental impacts, an analysis <br />of possible project alternatives, and measures for <br />mitigating the potentially significant environmental <br />impacts. <br /> <br />The Park Master Plan, the Phase II Specific Plan and <br />the EIR were prepared concurrently by City staff and <br />consultants. This process provided the opportunity <br />for the environmental consultants to recommend
