The proposed change to <br />the Municipal Code will ensure that smaller sport groups follow the same rules as the larger <br />sports groups. <br /> <br />RECOMMENDATION <br />Recommend City Council Approve Updates to Municipal Code13.08 - Parks and Recreation <br />Facilities <br /> <br />BACKGROUND <br />Municipal Code 13.08 <br />Sections of Municipal Code 13.08, addressing group use of parks, are outdated and/or <br />unclear, allowing for unauthorized use of athletic fields and spaces for groups under 25 <br />individuals. In recent years, a dramatic rise in the number of unauthorized field use by “travel” <br />teams, private athletic trainings, and various sports clinics have been reported by staff and <br />Pleasanton co-sponsored groups. <br /> <br />DISCUSSION <br />Municipal Code 13.08 - Parks and Recreation Facilities <br />Currently, the Municipal Code allows for non-permitted field use of groups under 25 people. <br />With the advent of small, privatized youth sports clubs and various athletic private trainings, <br />portions of the Municipal Code are no longer effective in ensuring smaller, non-co-sponsored <br />groups are required to obtain field use permits, pay associated fees, and own proper insurance <br />policies. <br /> <br />The following changes are recommended: <br /> <br />Section 13.08.020 - Definitions <br />• Include definition of “organized activity” as “any number of people organized through a <br />corporation, club, federation, union, association, or other group which sponsors or <br />arranges any activity.” <br />Section 13.08.090- Exhibitions, private lessons and classes <br />• Include a provision against holding, conducting, participating in, or attending organized <br />Page 43 of 56
