Bernal Community Park Field Fees will start in accordance to FY 26/27 rates for natural
grass and synthetic turf, respectively.

For field lights, actual charges for lighting and a benchmark of neighboring cities light
fees have been collected. These fees are not part of the co-sponsorship agreement
and reflect actual charges to light fields. The lighting fees will increase as PG & E rates
increase. These rate increases will happen annually, July 1 of each year. The process
of managing, recording, and invoicing lighting fees using Musco will remain the same as
current practices.

To help ease the transition to new fees, staff is recommending that field fees would be
implemented for team registrations after July 1, 2025. Camps, classes, and tournament
field fees will be in effect upon City Council approval, beginning January 2025.
Feel free to provide feedback to me by Monday, November 4, 2024. I am more than
happy to meet with each group and discuss any feedback you may have. Our goal is to
provide all feedback received with the agenda item at the November 14, 2024, Parks
and Recreation Commission meeting.

The November 14, 2024 Parks and Recreation Commission agenda will also include a
recommended update of the City Municipal Code 13.08.140, and 13.08.090, to
eliminate loopholes for unauthorized field use free of charge by travel teams, private
athletic trainings, and various sports clinics reported by staff and co-sponsored groups.

Staff will continue to provide updates, meeting information, and timelines to Sports Co-
Sponsored user groups throughout the process.

We greatly appreciate your partnership and look forward to working together.

Best Regards,

Aaron Bueno
Aaron Bueno
Recreation Manager
Library and Recreation Department
925-931-5345
