• Ordinances and Resolutions supporting adoption of existing fee amounts and/or authority to <br />establish fees for services <br />• Other data regarding specific operating and capital expenditures applicable to fees <br />• Various correspondences with City staff regarding roles, responsibilities, and estimated time <br />on task to provide services analyzed <br />Co-Sponsored Group Use of City Fields <br />The City is interested in establishing an hourly usage fee for Co-Sponsored Group’s use of the City’s <br />sports fields. The term Co-Sponsored means the renter/user of the field, often a private non-profit sport <br />organization, has a formal partnership with the City and meets certain established criteria that allow for <br />priority field space allocation. <br />Currently, the City charges $18 per hour per field when lights are required, but there is no fee for <br />the rental / use of the field itself. City staff completed a benchmarking analysis of other similar and <br />surrounding Cities and documented their Co-Sponsored Group rate. We expanded upon the comparison <br />to show the full field use rate scheduled and indicated the Co-Sponsored rate for reference. This allows <br />us to see where a Co-Sponsored rate typically falls within tiers of rates charged by each agency. See <br />Appendix F. Types of fees surveyed include field use fees based on the type of user and type of field, <br />which is how the City of Pleasanton would ultimately like to establish its proposed field rate structure: <br />• Natural Grass, Co-Sponsored Rate – per hour, per field <br />• Synthetic Turf, Co-Sponsored Rate – per hour, per field <br />• Light Usage Fee – per hour, per field (not evaluated by NBS) <br />The city’s co-sponsored groups do not currently pay for field usage, yet as shown in the comparison, it is <br />a standard practice for other cities to charge, and the rate is based on the overall established rental <br />scale adopted by City Council for all types of potential renters of field facilities. <br />To ensure that any proposed rate for Co-Sponsored Group field usage does not exceed the costs of <br />providing services, City staff performed a cost analysis.
