2 of 6 <br />Task A:Technical Assistance to Coordinate Hacienda Design Guidelines for <br />Compliance with Pleasanton Objective Design Standards <br />This task is a continuation of Task 7 of the 2020 contract updated for current billing rates.VMWP will <br />provide technical assistance as needed to help coordinate the existing Hacienda Design Guidelines <br />with the enacted Pleasanton Objective Design Standards.VMWP recommends that this task be <br />completed after or concurrently with Task B.It is VMWP’s current understanding that significant work <br />has already been undertaken by Community Development and Hacienda staff and we anticipate our <br />contribution to be generally limited to graphics and isolated technical input.If additional changes or <br />support are needed,VMWP can draw on the allowance listed in Task E subject to the written approval <br />by Community Development Staff. <br />Task B:2024/25 Updates to the Pleasanton ODS <br />VMWP will provide technical expertise to implement changes to the Pleasanton Housing Sites and <br />Downtown/R-M/C-C ODS requested by City of Pleasanton Planning Commission,City Council,and <br />Community Development Staff.Such changes shall be expressly directed to VMWP in writing by <br />Community Development Staff and the proposed scope includes limited graphics to illustrate the <br />changes if needed.VMWP anticipates this work will commence after contract execution in 4Q 2024. <br />Should the magnitude of work needed to implement these changes exceed the anticipated fee,VMWP <br />can draw on the 20%allowance listed in Task E subject to the written approval by Community <br />Development Staff. <br />Task C:SB684 Small Lot Subdivision Standards <br />SB684 was enacted by the California Legislature in October 2023.The City of Pleasanton seeks to craft <br />Objective Standards to apply to small-lot subdivisions in compliance with the legislation.VMWP <br />anticipates this task will implement compliance-based refinements to the existing City of Pleasanton <br />SB-9 Urban Lot Split Standards VMWP developed in 2021. <br />The work product for this task is anticipated to be a Word document and draft Applicant Checklist for <br />Community Development staff use and implementation.This scope is not anticipated to include any <br />graphics,but graphics may be provided as part of the allowance listed in Task E subject to the written <br />approval by Community Development Staff. <br />Task D:Technical Analysis of Parking Code and Downtown/R-M ODS as Provided in <br />Housing Element 4.6/4.7 <br />The Certified City of Pleasanton Housing Element includes Program 4.6 and 4.7: <br />“To further reduce the impacts of parking requirements on the production of housing,the City <br />will assess and update multi-family parking standards citywide to establish lower rates for <br />studios and one-bedroom units and reduce the covered parking requirement (i.e.,not require <br />covered parking for studio and one-bedroom units).” <br />and <br />“The City will analyze and test standards in the RM,MU-T,and C-C zones to determine <br />standards (e.g.,setbacks,parking,on-site open space requirements,etc.)that constrain <br />developments and limit the ability to achieve maximum allowed density.Based on the <br />Docusign Envelope ID: F6348CE0-B9B9-4C94-A0EC-45FC81964DE5Docusign Envelope ID: 215F4A13-DFE6-4BAA-B6C5-BA14B1AB9171
