<br />NARRATIVE FOR CONDITIONAL USSE PERMIT / DEVELOPMENT REVIEW <br />ACADEMIC CENTER OF VOLITATION, CORP. - FEI XIANG BILINGUAL PRESCHOOL <br />6663 OWENS DRIVE, PLEASANTON <br /> <br />1. PROJECT DESCRIPTION <br />The subject site is a flat, fully developed 3.59-acre parcel located at the northeast corner of the inner <br />Owens Drive loop, west of Johnson Drive (see Figures 1 and 2). The site contains two existing single - <br />story buildings. <br />The southern building, located at 6621 Owens Drive, is approximately 25,500 square feet and is fully <br />occupied by an AT&T data and equipment center. The other building, located at 6665 Owens Drive, <br />is approximately 22,904 square feet. Of this space, 9,604 square feet is occupied by the Academ ic <br />Center of Volitation, Corp., also known as Fei Xiang Bilingual Afterschool. The remaining 11,135 <br />square feet at 6663 Owens Drive, also occupied by the Academic Center of Volitation, Corp., is <br />proposed for preschool use. In fall 2023 and spring 2024, 666 3 Owens Drive received a private <br />school use permit and building permit and has been upgraded for private school use. We are now <br />proposing to add more features – including an outdoor playground to accommodate the preschool <br />program. <br />The project site includes a total of existing 172 shared parking spaces in front of and behind the two <br />existing buildings. Access to and from the site and parking areas is provided by three driveways on <br />Owens Drive.The site is surrounded primarily by office and commercial uses to the north, south, east, <br />and west. <br />The Academic Center of Volitation, Corp. has occupied 6665 Owens Drive as a bilingual afterschool <br />facility since 2016. With the growth of our business and the diverse population of the city, we are <br />proposing to provide a preschool program in the adjacent unit at 6663 Owens Drive, Pleasanton. <br />The population of Tri-Valley and surrounding cities is growing, and this preschool will meet the <br />increasing demand for bilingual education. Many parents in Tri-Valley currently drive their children <br />to Fremont for similar services and would welcome such a service in Pleasanton. <br />The purpose of this document is to provide all the information required by the city for approval of a <br />Conditional Use Permit (CUP) and a Planned Unit Development M odification to operate a preschool <br />at the subject location.
