This main is required with the <br />construction of the new well at Bernal Park. <br />b. F-4. Construct 975 linear feet of new 12-inch diameter main on Oak Vista Way from <br />Cotton Mill Way to Valley Avenue. This main is required with the construction of the <br />new well at Bernal Park. <br />c. F-5. Construct 2,300 linear feet of new 16-inch diameter main on Hansen Drive <br />between Del Prado Well to Valley Avenue. This main is required with the <br />construction of the new well at Del Prado Park. <br />The projects to implement the above would also likely pick up the following future <br />pipeline deficiencies associated with future demand that was identified in the WDSCMP <br />and builds off the near-term improvements (i.e., S-1, S-2, S-3, and BS-1) to avoid sunk <br />costs: <br />d. F-1. Replacement of 3,250 liner feet of existing 12-inch main on Stoneridge Drive <br />with a new 24-inch diameter main. <br />e. F-2. Replacement of 310 linear feet of existing 12-inch main on Foothill Road with a <br />new 24-inch diameter main. <br />The projects are currently in the predesign phase. <br />Changes Since the WDSCMP <br />During the predesign phase for the Long-Term Improvements for Water Supply Change, new <br />information and direction was obtained that differ from the assumptions in the WDSCMP as <br />follows: <br />1. The Bernal Park site has been determined to no longer be a top location for a new City well <br />for the following reasons: <br />a. SFPUC has a reservation of water rights on this site. To pursue a well at this location <br />would require negotiations with SFPUC and/or legal investigation into exercising <br />appropriative groundwater rights. <br />b. High level review and verbal discussion with Zone 7 indicate that Bernal Park is <br />believed to have relatively low water transmittivity. <br />c. There is currently some uncertainty on the PFAS plume boundary by Zone 7 near <br />Bernal Park. <br />Based on a recent well siting analysis performed by the City and Zone 7, the following were <br />identified as top locations for new wells: Del Prado Park, Tennis and Community Park, and <br />Hansen Park. <br />2. The City and Zone 7 recently entered into agreement to determine the feasibility of jointly <br />implementing new groundwater facilities. The goal of the project is to increase Zone 7’s <br />groundwater production capacity for the overall Tri-Valley region and recover the City’s <br />groundwater production quota (GPQ). If implemented, the City would no longer build two <br />new City wells. Instead, Zone 7 would operate a joint facility and deliver the City’s GPQ <br />through the turnouts along with wholesale purchases. <br />The scope of work outlined in the section below is to evaluate impacts to the water distribution <br />system and the recommendations made in the WDSCMP based on the changes described above <br />related to groundwater supply. <br />Scope of Work <br />Docusign Envelope ID: E67CB798-34D0-4A4E-BFB8-E9718C48E0D9
