(Akel) prepared the 2024 Water Distribution System Capacity <br />Master Plan (WDSCMP) for the City of Pleasanton (City). The WDSCMP evaluated the City’s <br />water distribution system and recommended improvements necessary to service the needs of <br />existing users and future development. Table 8.2 of the WDSCMP provides a summary of the <br />recommended improvements. <br />The City’s water supply comes from two sources: (1) wholesale purchases from Zone 7 that is <br />delivered to the City’s water distribution system through seven turnouts; and (2) City’s <br />groundwater production quota (GPQ) of 3,500 AF/year that is delivered within the City’s water <br />distribution system via connections to City owned Wells 5, 6, and 8. The City currently has lost <br />the ability to utilize its GPQ since Wells 5, 6, and 8 are not operational due to the presence of <br />PFAS concentrations. The City is pursuing both near-term and long-term solutions to offset the <br />loss of its GPQ, which require improvements to the water distribution system to properly <br />implement. The 2024 WDSCMP included assumptions and recommendations on water supply <br />change as described below: <br />1. Near-Term Improvements for Water Supply Change <br />This solution is for the near-term replacement of Wells 5, 6, and 8 by purchasing one <br />hundred percent of its water supply from Zone 7 that is delivered through the seven turnouts. <br />This solution requires the following water distribution improvements as recommended in the <br />WDSCMP: <br />a. S-1. Construct 3,250 feet of 24-inch pipeline (the existing 12-inch to be abandoned) <br />in Stoneridge Road between Hopyard Road and Johnson Drive. <br />b. S-2. Construct 1,600 feet of 18-inch pipeline in Bernal Avenue between Nevada <br />Court and Vineyard Avenue. <br />c. S-3. Construct 4,650 feet of 20-inch pipeline in Sunol Boulevard between Bernal <br />Avenue and Sycamore Road. <br />d. BS-1. Booster Station at Turnout 4 at Hopyard Road and Stoneridge Drive with a <br />firm capacity of 5,200 gallons per minute. <br />The projects to implement the above are also picking up the following existing pipeline <br />deficiencies identified in the WDSCMP due to their proximity: <br />e. I-2. Construct 160 feet of 18-inch pipeline in Stoneridge Drive from Turnout #4 to <br />Hopyard Road <br />f. I-3. Replace 210 feet of existing 10-inch pipeline with a new 16-inch pipeline in <br />Vineyard Avenue between the Vineyard Booster Station and Bernal Avenue. <br />The projects are currently in the construction phase. <br />2. Long-Term Improvements for Water Supply Change <br />This solution is for the long-term replacement of Wells 5, 6, and 8 and includes a new 3,000 <br />gpm well at Bernal Park and a new 3,000 gpm well at Del Prado Park.
