Any <br />required local match is subject to City Council approval. <br /> <br />Project 2: I-580 Overcrossing Bicycle and Pedestrian Improvements Project, CIP No. <br />22570 <br />This project ranks as Priority #3 in the City's Bicycle and Pedestrian Master Plan. The project <br />aims to create safer bicycle and pedestrian facilities for traveling to and from Pleasanton and <br />Dublin on the I-580 overcrossings at Hopyard Road, Hacienda Drive, and Santa Rita Road. <br />The proposed bicycle and pedestrian improvements include buffered bicycle lanes, rectangular <br />flashing beacons at each unsignalized crosswalk, upgraded accessible curb ramps, high <br />visibility crosswalks, and a pedestrian hybrid beacon at the multilane uncontrolled crossing on <br />Santa Rita Road. <br /> <br />Caltrans approval is required for planned improvements on these overcrossings, which will be <br />achieved through the Permit Engineering Evaluation Report (PEER). This process is intended <br />to streamline the Caltrans review of projects funded by others (in this case, the City) by <br />reducing the number of steps in the project development process. The PEER process is <br />available for projects that are between $1,000,000 and $3,000,000. <br /> <br />The projected project cost for design and construction of this project is $2,500,000. The total <br />request for 2026 ACTC CIP funds is $1,875,000. Staff recommends using current TDA Article <br />III funds for the local match for the design phase and the existing Highway Safety Improvement <br />Program grant for a portion of the construction phase local match requirement. Remaining <br />local match funding to complete construction of the project would require additional City <br />Council action to approve the allocation. <br /> <br />Project 3: Santa Rita Road at Valley Avenue Intersection Improvement Project, CIP No. <br />20569 <br />The intersection of Santa Rita Road and Valley Avenue is a vital intersection that connects to <br />nearby schools, shopping, and to regional connections to Stanley Boulevard and I-580. Santa <br />Rita Road is identified as an opportunity corridor for bicycle and pedestrian improvements in <br />the Bicycle and Pedestrian Master Plan. This intersection has also been at the top of the city’s <br />collision list (i.e., experienced the highest number of collisions) for the past several years. This <br />project will improve existing bicycle facilities and create new bicycle facilities for all intersection <br />approach and departure legs. This project will also design and construct a third southbound left <br />turn and a second westbound left turn. This work will improve the overall safety and operation <br />of the intersection for pedestrians, bicyclists, and motorists. <br /> <br />The estimated project cost for design and construction of this project is $5,100,000. The total <br />request for 2026 ACTC CIP funds is $2,000,000. The City will be required to provide a total of <br />$3,100,000 in future funds to satisfy the required local match and complete funding for the <br />project. Should the Alameda CTC award 2026 CIP funds to the City for this project, staff will <br />present a funding agreement and seek City Council authorization for any necessary budget <br />actions including appropriation of funds. <br /> <br />Project Eligibility <br />The proposed projects for the 2026 ACTC CIP must meet key eligibility requirements for <br />project submission: <br />Page 46 of 218
