Page 2 of 6 <br />More specifically, the 2026 CIP’s focus is to provide for safety enhancements, focus on <br />countywide bike and pedestrian high injury network, and support priority development areas, <br />equity priority communities, and transit priority areas. <br /> <br />DISCUSSION <br />In the 2024 CIP Cycle, $179 million in funding was available, which included federal funds from <br />One Bay Area Grant in addition to local discretionary funds. In that cycle, the City was <br />awarded $9,000,000 for the West Las Positas Boulevard Multimodal Reconstruction Project, <br />CIP No. 11514, for the section of West Las Positas Boulevard between Hopyard Road and <br />Stoneridge Drive. <br /> <br />The amount available for the 2026 CIP is $100 million. The minimum request for Capital <br />Improvement projects is $500,000 and the maximum request is $2,000,000. A minimum 25 <br />percent local match is required for each phase (design, construction) of the project requested. <br />The 2026 CIP will program funds between fiscal years 2025/26 and 2029/30. <br /> <br />Agencies are limited to three applications for the 2026 CIP. A resolution of local support is <br />required for each application. Staff recommends submitting three applications for the projects <br />outlined below. There is no limit or minimum on the number of awarded applications for each <br />jurisdiction; it is subject to the quality of applications and how they rank and score against <br />applications submitted by other agencies and jurisdictions. The City may be awarded any, all, <br />or none of the applications submitted; should any award be made to the City, staff would <br />request City Council approval of the necessary funding agreement(s) and appropriation of the <br />necessary local match funding in order to move forward with acceptance of the award of 2026 <br />ACTC CIP funds. <br /> <br />Project 1: West Las Positas Boulevard Multimodal Reconstruction Project, CIP No. <br />11514 <br />The 2022 West Las Positas Bikeway Feasibility Study outlined three focus areas to help <br />prioritize project implementation: <br />• Focus Area 1 – Foothill Road to Hopyard Road <br />• Focus Area 2 – Hopyard Road to Santa Rita Road <br />• Focus Area 3 – Santa Rita Road to Boardwalk Street. <br /> <br />Focus Area 2 was determined to be the highest priority. In July 2024, the City Council <br />approved a contract amendment with Mark Thomas and Co. to complete 100 percent design <br />for the West Las Positas project from Hopyard Road to Stoneridge Drive, which is part of <br />Focus Area 2. The roadway improvements include protected intersections at Owens Drive and <br />West Las Positas Boulevard, elevated bike lanes, reconstructed medians, and new sidewalks <br />on the south side of the roadway. To complete the bikeway improvements in Focus Area 2, <br />staff recommends applying for funding from the Alameda CTC 2026 CIP. <br /> <br />The projected cost for design and construction for this section of West Las Positas Boulevard <br />between Stoneridge Drive and Santa Rita Road is $6,000,000. The total request for 2026 CIP <br />funds is the maximum-allowed submittal of $2,000,000. Should the Alameda CTC award 2026 <br />CIP funds to the City, staff present a funding agreement and seek City Council authorization <br />for any necessary budget actions including appropriation of funds necessary for local match, <br />Page 45 of 218
