Page 1 of 6 <br />Item #5 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />October 15, 2024 <br />Community Development <br /> <br />TITLE: ADOPT RESOLUTIONS OF LOCAL SUPPORT AND AUTHORIZE STAFF TO <br />SUBMIT THREE APPLICATIONS TO THE ALAMEDA COUNTY <br />TRANSPORTATION COMMISSION FOR A TOTAL OF $5,875,000 IN FUNDING <br />FROM THE 2026 COMPREHENSIVE INVESTMENT PLAN FOR THE WEST LAS <br />POSITAS BOULEVARD MULTIMODAL RECONSTRUCTION PROJECT, CIP NO. <br />11514, THE I-580 OVERCROSSING BICYCLE AND PEDESTRIAN <br />IMPROVEMENTS PROJECT, CIP NO. 22570, AND THE SANTA RITA ROAD AT <br />VALLEY AVENUE INTERSECTION IMPROVEMENT PROJECT, CIP NO. 20569 <br /> <br />SUMMARY <br />The Alameda County Transportation Commission (Alameda CTC) issued a Notice of Funding <br />Opportunity (NOFO) to solicit applications for the 2026 Comprehensive Investment Plan (CIP). <br />The 2026 CIP includes a total of $100 million in combined Alameda CTC-administered <br />discretionary local funding sources, including Measures B and BB, Vehicle Registration Fee <br />(VRF), and Transportation Fund for Clear Air (TFCA). Applications are due at 5:00 PM on <br />October 31, 2024. <br /> <br />Staff recommends submitting three applications to the Alameda CTC for funding: the West Las <br />Positas Boulevard Multimodal Reconstruction Project (phase 2 - between Stoneridge Drive <br />and Santa Rita Road), CIP No. 11514, in the amount of $2,000,000; the I-580 Overcrossing <br />Bicycle and Pedestrian Improvements Project, CIP No. 22570, in the amount of $1,875,000; <br />and the Santa Rita Road at Valley Avenue Intersection Improvements Project, CIP No. 20569, <br />in the amount of $2,000,000. <br /> <br />RECOMMENDATION <br />Adopt resolutions of local support and authorize staff to submit three applications to the <br />Alameda County Transportation Commission for a total of $5,875,000 in funding from the 2026 <br />Comprehensive Investment Plan for the West Las Positas Boulevard Multimodal <br />Reconstruction Project, CIP No. 11514, the I-580 Overcrossing Bicycle and Pedestrian <br />Improvements Project, CIP No. 22570, and the Santa Rita Road at Valley Avenue Intersection <br />Improvement Project, CIP No. 20569. <br /> <br />BACKGROUND <br />Alameda CTC’s CIP is a near-term strategic programming document through which funding <br />sources administered by Alameda CTC are consolidated and programmed through a single <br />programming cycle. Alameda CTC’s funding sources for the 2026 CIP Cycle are: Measure B, <br />Measure BB, Vehicle Registration Fee (VRF), and Transportation Fund for Clean Air (TFCA). <br /> <br />The CIP’s purpose is to strategically program available funds toward transportation <br />investments that support the vision and goals of the Alameda CTC’s Countywide <br />Transportation Plan, multi-modal plans, and voter-approved transportation expenditure plans. <br />Page 44 of 218
