In addition, BAAHA strongly suggests that outreach <br />material is structured and directed towards larger local employers (such as School Districts). <br />Outreach material will be compiled to represent the launch of each specific Program (homebuyer <br />education, PHAP, and BMRs). These campaigns should utilize all outreach resources the City <br />and BAAHA have access to, including and not limited to: <br /> <br />• City newsletter(s) <br />• Utility bill announcement insert (if applicable) <br />• City website <br />• City NextDoor – or similar media source <br />• Local news publication (if applicable) <br />• Employer/Company database (if applicable) <br /> <br />Pleasanton Home Owner Assistance (PHAP) and Pleasanton Downpayment <br />Appreciation Loan Program Design and Development <br /> <br />Program Review and Design <br /> <br />BAAHA, in conjunction with the City proposes to initially conduct a comprehensive review and <br />analysis focused on evaluating the effectiveness and capacity of delivering the PDALP to the <br />Pleasanton community. Strategies, concepts, and activities to be covered in the Program review <br />will include and not be limited to: <br /> <br />• Conduct a current market study focused on the pricing and property size distribution of <br />sold Pleasanton single family dwelling over the past twelve months. This part of the <br />study will help the City and BAAHA understand the current supply side of the market <br />and establish a platform to determine the viability of funding strategies and requirements <br />to assist prospective PDALP participants <br />• Review and assess the viability and impact of securing and leveraging additional readily <br />available sources of down payment subsidies provided through potential partnering <br />public and private organizations. <br />• Explore the viability of setting PDALP funds aside to assist lower income households to <br />purchase either new or resale median to moderate priced PHAP(BMR) properties. This <br />might would be especially relevant when leveraged with additional subsidies and applied <br />to moderate priced BMRs that would otherwise eliminate lower income households from <br />the market. <br />• Review and assess the viability to create an addition to the PHAP/BMR program which <br />will allow an aging population of PHAP/BMR owners to place their properties on the <br />market to purchase a newly developed PHAP/BMR, specifically asset aside for seniors. <br />The successful implementation of this program could open up additional inventory for <br />newly placed BMR buyers, and enable senior owners to downsize into a more user- <br />friendly age fitting living situation.
