<br />BAAHA Scope of Services Contract Year 2024/25 | Page2 <br /> <br />Introductory Program Workshops and Homebuyer Education Seminar <br /> <br />Three workshops would be conducted over a 12-month period. These workshops would include: <br /> <br />• Introductory Program Workshop that introduces the public to the various resources and <br />services that the City will provide to its first time homebuyer community. This <br />could/should be the first of the series of workshops BAAHA and the City offers. <br /> <br />• Homebuyer Education Seminar –City and BAAHA sponsored workshop that is <br />coordinated with a local HUD approved homebuyer education provider. This workshop <br />is usually conducted shortly (within 30 days) from providing the Introductory Program <br />workshop. The workshop could offer a free alternative for Pleasanton residents and <br />workforce to secure a HUD homebuyer education certificate. This certificate would be <br />required for all households that participate in a City Program. Most HUD educators <br />currently charge a fee for participants to secure their homebuyer education and <br />certificate. Some educators also require that households enter into a one-on-one <br />counseling session after they complete their HUD education – and prior to issuing a HUD <br />certificate. BAAHA (and/or City Staff) would very likely be presenting an introduction <br />to the City’s Programs at the Educational Seminar. Fees associated with this service will <br />include the fee charged by the HUD approved educator to conduct the seminar/workshop. <br /> <br />• BMR and PHAP Introductory Workshop – specifically focused on educating and <br />promoting the BMR and PHAP to the City’s first time homebuyer community. PHAP <br />loans would be offered to BMR purchasing households who may be in need of additional subsidy <br />to conform with the City’s affordability parameters. <br /> <br />Outreach Activities <br /> <br />BAAHA will incorporate the following components in preparing and delivering a homebuyer <br />education and Program Outreach Campaign. <br /> <br /> <br />• Direct Program announcement/mailings to City based non-profits and to regional public <br />agencies. These mailings are specifically focused on the Program homeownership <br />opportunities made available to low to moderate-income households. <br />• Targeted mailings (ideally in City envelopes) or emails to renters. Program <br />announcement stuffers in City mailings to renters. An alternative would be to email <br />notifications to renters; if the City has a database that provides renters email addresses <br />(could be through a utility billing – if the City directly bills for a utility service). <br />• Promote City Program opportunities through local employers. BAAHA can secure <br />contact information for employers located in the City through a database service. The <br />City may also have information for local employers through the Chamber of Commerce <br />or through a database established within their Community and Economic Development <br />department. BAAHA recommends implementing an outreach campaign which includes <br />mailings and email messages directed to senior executives and/or employee <br />benefit/resource managers. The objective is to advocate for employers to disseminate in- <br />house employee outreach through flyers, internal email distribution lists, and payroll <br />inserts/announcements (when applicable). <br />• Press Releases directed to City and regional publications are an excellent source to drive <br />households to Program workshops; as well as drive applications for specific Programs <br />being promoted by BAAHA and the City. <br /> <br />   <br />     Docusign Envelope ID: 473ECB6B-08F5-49E6-8BF9-53FFB6D72DE6
