Page 4 of 7 <br /> <br />Among the applications, several are not recommended for funding. Lions Center for the <br />Visually Impaired (Lions Center) and Wishing Well, Inc. (Wishing Well) both received low total <br />scores and rankings in the Commission’s review process. In addition, Lions Center shows a <br />fair amount of already awarded funds while Wishing Wells can be considered duplication of <br />services with other Tri-Valley service providers, specifically food. <br /> <br />Also included in Table 2 is grant funding the Human Services Commission set aside to <br />strategically address Pleasanton youth behavioral health. The $35,000 is allocated to Axis <br />Community Health through a multi-year agreement. <br /> <br />Housing Grants <br /> <br />In past years, the City has utilized its LIHF funds to supplement limited CDBG program funding <br />for important housing-related services. Federal HOME funds received through the Alameda <br />County HOME Consortium have also historically been appropriated through the HHSG <br />Process. <br /> <br />The City received eight applications, totaling $501,374. Housing services applications were <br />reviewed by the Housing Commission at its March 21, 2024 meeting, and the Commission’s <br />recommendations are summarized in Attachment 2 - Table 3 resulting in the recommended <br />allocation of $142,655 in HOME funds (includes $7,655 for Administration) and $366,374 in <br />LIHF funds for FY 2024/25. <br /> <br />Community Arts/Cultural Activities Grants (including Youth Programs) <br />In 1992, the City Council established the City Grants Program. This program offers funding to <br />community-based nonprofit organizations that provide services and arts/cultural activities to <br />Pleasanton residents. In FY 1995/96, the City recognized the need to address youth services, <br />and a youth category was established. The arts/culture and youth components of the former <br />City Grant program were combined to form the current “Community Grant” (CG) program. For <br />many grant cycles, the City Council has annually allocated $40,000 in General Fund dollars <br />each to the arts/cultural activity projects and to youth projects. CG awards are typically limited <br />to a maximum of $7,500 for each individual grant. <br /> <br />CG program information was provided through a pre-recorded video available on the City <br />website. In response, 11 applications were received in the arts category with an aggregated <br />request of $61,225; 11 applications were received in the youth category with an aggregated <br />request of $82,500. <br /> <br />Arts/culture applications were reviewed by the Civic Arts Commission at its meeting on March <br />4, 2024. Youth applications were reviewed by the Youth Commission at its meeting on March <br />13, 2024. At each meeting, agency representatives made presentations and addressed <br />commission questions. Attachment 3 - Table 4 provides a summary of the programs reviewed <br />by the Civic Arts Commission and its funding recommendations. Six agencies submitted one <br />application, the Pacific Chamber Orchestra submitted three applications, and the Pleasanton <br />Cultural Arts Council submitted two applications. Attachment 4 - Table 5 provides a summary <br />of the programs reviewed by the Youth Commission and its funding recommendations.
