Page 3 of 7 <br />the federal budget level. The projected funding amounts are conservative estimates based on <br />last year’s funding allocations. The CDBG funding available for FY 2024/25 also includes <br />$130,564 of Program Income the City received from CDBG-funded housing rehabilitation loans <br />that have been repaid. The HOME funding amount is allocated by Alameda County Housing & <br />Community Development (HCD), which administers the HOME program funds on behalf of the <br />Alameda County HOME Consortium, of which Pleasanton is a member. HCD is allocating to <br />Pleasanton $126,314 HOME funds for HOME-eligible activities and $7,655 for administration <br />costs for a total allocation of $133,789 for FY 2024/25. In addition, Pleasanton will be <br />allocating $8,866 of unused HOME funds from previous fiscal years to fully fund the proposed <br />$142,655 HOME budget for FY 2024/25. <br /> <br />Human Services Grants <br />The City has allocated General Fund money to support the provision of important human <br />services in Pleasanton. The annual allocation for Human Services Grants is based on a policy <br />adopted by the City Council in 2009, and increases/decreases funding based on the <br />percentage increase/decrease of the City’s General Fund from the prior year. Using this <br />formula, the amount allocated to HHSG is $257,864, which is 2.08% higher than last year’s <br />allocation, based on the commensurate increase in the size of the General Fund since last <br />year. In addition, City General Funds are supplemented by Federal CDBG “public services” <br />funds. <br /> <br />The 2024 Human Services Commission priorities for funding programs are projects that <br />address the following populations and/or program areas (listed in alphabetical order): <br />• Disability Services and Access to Senior Services <br />• Food and Nutrition <br />• Health Care & Behavioral Health <br />• Homelessness in the Tri-Valley <br />• Senior Services <br />• Service Provider Critical Initiatives <br />• Workforce Development / Unemployment <br />• Youth Services. <br /> <br />The Commission also prioritizes service delivery with an emphasis on: <br />• Coordination and collaboration with other service providers, local nonprofits, and Tri- <br />Valley Cities <br />• Prevention (activities that help to prevent a problem from emerging) <br />• Self-Sufficiency (activities that promote self-reliance and are aimed at reducing <br />dependency on assistance programs and services). <br /> <br />On March 6, 2024, the Human Services Commission held a hearing for grant applicants, <br />during which it heard presentations from applicants prior to the Commission’s deliberation on <br />funding allocations (Attachment 1 - Table 2). The City received 19 applications, in total <br />requesting $765,554 in funding. Attachment 1 - Table 2 provides a summary of the programs <br />reviewed by the Human Services Commission and funding recommendations.
