Vineyard Ave/Machado Pl – Unsignalized (New counts) <br /> <br />The tasks to be included in the LTA analysis are summarized below. <br /> <br />4. Site Reconnaissance. The physical characteristics of the site and the surrounding roadway <br />network will be reviewed to identify existing roadway cross sections, intersection lane <br />configurations, traffic control devices, sight distance, and surrounding land uses. <br /> <br />5. Data Collection. New AM and PM peak-hour intersection turn movement counts will be <br />conducted at five (5) study intersections (10 total 2-hour counts). These will include pedestrian <br />and bicycle counts. All relevant background studies (such as the Bike Master Plan, Pedestrian <br />Master Plan, etc.) will be obtained and reviewed. <br /> <br />6. Existing Conditions. The existing operations of the study intersections will be evaluated with <br />a level of service analysis using current AM and PM peak-hour volumes. Consistent with City <br />standards, all intersections will be evaluated using SYNCHRO software and Highway <br />Capacity Manual (HCM) methodologies. <br /> <br />7. Project Trip Estimates. The trip generation for the project will be estimated using applicable <br />rates to be developed in consultation with City staff. Note that this proposal does not include <br />conducting trip generation surveys to determine the effect of ADUs (this would be an <br />additional service). The directional distribution of site-generated traffic will be forecast based <br />on the relative locations of complementary land uses and information obtained from previous <br />traffic studies. The site-generated traffic will be assigned to the roadway network based on the <br />trip generation and distribution pattern and will be submitted to City staff for review. <br /> <br />8. Existing Plus Project Conditions. Project trips will be added to the existing volumes to obtain <br />existing plus project volumes. Intersection level of service will be evaluated using SYNCHRO to <br />estimate the operating levels of the key intersections during the AM and PM peak hours after <br />completion of the proposed project. A queuing analysis will be performed at the study <br />intersections for high demand turn movements that serve project traffic. Project traffic effects <br />will be evaluated relative to existing conditions. <br /> <br />9. General Plan Buildout Conditions. Using forecasts included in the City of Pleasanton <br />SYNCHRO model, traffic volumes for the buildout of the City’s General Plan will be estimated at <br />each study intersection. Because several study intersections are unsignalized and not included in <br />the City’s SYNCHRO model, traffic volumes on Vineyard Avenue at these locations will be <br />extrapolated from nearby intersections where volumes have been previously forecasted. We will <br />also review the City’s General Plan and forecast turn movements to and from side streets at study <br />intersections, where necessary. LOS will be calculated and reported at each study intersection <br />with and without project traffic.
