Peak-hour signal warrants will be conducted at the unsignalized <br />intersections for the AM and PM peak hours for all study scenarios with and without the project. <br />Any intersections that meet the warrant under any analysis scenarios will be identified. <br /> <br />11. Site Circulation, Access and Parking. A site circulation and access review will be conducted to <br />determine the adequacy of the proposed site plan in accordance with generally accepted traffic <br />engineering standards. This will includes a quantitative analysis of the anticipated traffic volumes <br />at the project driveways, as well as a qualitative analysis of the proposed site circulation. The <br />analysis will consider the adequacy of the site plan for vehicles, bikes, and pedestrians. All access <br />driveways will be evaluated for sight distance, queuing, spacing, and safety. The City’s Objective <br />Design Standards (ODS) will be reviewed with respect to street and sidewalk design. Project <br />parking supply will be evaluated relative to City requirements. <br /> <br />12. Emergency Vehicle Access and Garbage Collection Operation Evaluation. Emergency <br />vehicle access and garbage collection plans (supplied by the project applicant) will be reviewed. <br />The study will identify any deficiencies and recommend improvements, if necessary. This task <br />does not include running AutoTurn truck-turning templates. Hexagon will run truck-turning <br />templates, if requested, as an additional service. <br /> <br />13. Bicycle, Pedestrian, and Transit Facilities. A qualitative analysis of the project's effect on <br />bicycle, pedestrian, and transit facilities will be prepared, including conflicts with applicable <br />programs, plans, ordinances or policy measures. Existing and planned facilities will be <br />evaluated. The traffic study will identify any deficiencies and will recommend improvements, if <br />necessary. <br /> <br />14. Reports and Meetings. Our methods and findings will be summarized in a draft <br />memorandum report including text, tables, and graphics. This work scope does not include <br />attendance at in-person meetings.
