<br /> <br />August 9, 2024 <br /> <br />Mr. Matt Nelson <br />City of Pleasanton <br />PO Box 520 <br />Pleasanton, CA 94566 <br /> <br /> <br />Subject: VMT and LTA Analyses for the 1 Vineyard Avenue Residential Development in <br />Pleasanton, California <br /> <br />Dear Mr. Nelson: <br /> <br />Hexagon Transportation Consultants, Inc. is pleased to submit this proposal to prepare a <br />VMT and LTA Analysis for the proposed 1 Vineyard Avenue Residential Development in <br />Pleasanton, California. The project, as proposed, would construct 27 new homes. Each unit <br />would include an Accessory Dwelling Unit (ADU). <br /> <br />Scope of Work <br /> <br />The purpose of the analysis is to comply with the requirements set forth in the City of Pleasanton <br />Housing Element EIR. This requires an evaluation of the project’s potential impacts on Vehicle- <br />Miles Traveled (VMT). This scope also includes an evaluation of the potential adverse effects to <br />offsite intersections, as well as analysis of site access, site circulation, and impacts to bikes, <br />pedestrians, and transit. <br />VMT Analysis <br />The tasks to be included in the VMT analysis are summarized below. <br /> <br />1. Review of City of Pleasanton Housing Element and Applicable Policies. The City of <br />Pleasanton Housing Element EIR and applicable policies will be reviewed to ensure project <br />conformance to the VMT analysis requirements. <br /> <br />2. VMT Analysis. A VMT analysis will be conducted consistent with the methods specified in the <br />Housing Element EIR. This proposal assumes the Housing Element EIR can be used to clear <br />27 units on the project site. Consistency with the Housing Element EIR will be discussed. <br /> <br />3. VMT Reduction Measures. The Alameda County VMT Reduction Calculator tool will be used <br />to score project-specific measures that could reduce VMT. <br />Local Transportation Analysis (LTA) <br />The Local Transportation Analysis (LTA) component of the traffic study will determine the effects <br />of the proposed project on the key intersections in the project vicinity during the typical weekday <br />AM (7-9 AM) and PM (4-6 PM) commute periods.
