Scope of Work for Phase I: <br />The following outlines the scope of work to implement Phase I of the Project including <br />deliverables and milestones: <br />Community Engagement: The City will conduct a workshop with Zone 7 at the beginning <br />of Phase I to develop a community engagement strategy. The City will lead community <br />engagement efforts including notification of exploratory drilling activities / impacts and <br />outreach to receive input. The City will also provide ongoing interfacing with the <br />community and neighbors of the potential Project as needed. Zone 7 will provide technical <br />information and support for community engagement. <br />- City Deliverables: <br />x Minutes from community engagement workshop <br />x Public notifications <br /> <br />Well Siting: Zone 7 will lead efforts to identify the top three (3) recommended locations <br />for exploratory test drilling and potential installation of production well facilities. The <br />siting review will prioritize locations based on factors such as Zone 7 groundwater <br />modeling and historical information on anticipated water yield and quality, proximity to <br />the PFAS plume, proximity to Zone 7 connecting treatment and transmission facilities, <br />impacts to Hopyard 6 and Hopyard 9 pumping capacity and other nearby groundwater <br />extraction facilities, O&M access, land use rights, City operational impacts, and <br />community impacts. <br />- Zone 7 Deliverables: <br />x Draft and Final Well Siting Technical Memorandum (TM) <br /> <br />- City Deliverables: <br />x Review comments to Draft Well Siting TM <br /> <br />- Milestones: <br />x Final Well Siting TM and associated recommendations will be approved by the <br />Steering Committee prior to proceeding with exploratory test drilling. <br /> <br />Exploratory Test Drilling: Zone 7 will lead efforts to perform exploratory test drilling at <br />the three (3) recommended locations documented in the Final Well Siting TM. <br />Exploratory test drilling activities will include installation of test wells, analyzing water <br />quality and yields at discrete zones, and providing reports to document findings. As the <br />lead agency, Zone 7 will file appropriate California Environmental Quality Act (“CEQA”) <br />document(s) for the exploratory drilling and obtain necessary permits, enter into <br />agreement with a contractor to perform work through a competitive bid process consistent <br />with Zone 7 procedures, and oversee contractor’s work including administration, project <br />management, construction management, field inspection, and reporting. <br /><br /><br /> <br /> Docusign Envelope ID: C3AEBDB6-7475-485D-A080-E7CE2789D1B8
