Scope of Work for Phase I: The following outlines the scope of work to implement Phase I of the Project including deliverables and milestones: Community Engagement: The City will conduct a workshop with Zone 7 at the beginning of Phase I to develop a community engagement strategy. The City will lead community engagement efforts including notification of exploratory drilling activities / impacts and outreach to receive input. The City will also provide ongoing interfacing with the community and neighbors of the potential Project as needed. Zone 7 will provide technical information and support for community engagement. - City Deliverables: x Minutes from community engagement workshop x Public notifications Well Siting: Zone 7 will lead efforts to identify the top three (3) recommended locations for exploratory test drilling and potential installation of production well facilities. The siting review will prioritize locations based on factors such as Zone 7 groundwater modeling and historical information on anticipated water yield and quality, proximity to the PFAS plume, proximity to Zone 7 connecting treatment and transmission facilities, impacts to Hopyard 6 and Hopyard 9 pumping capacity and other nearby groundwater extraction facilities, O&M access, land use rights, City operational impacts, and community impacts. - Zone 7 Deliverables: x Draft and Final Well Siting Technical Memorandum (TM) - City Deliverables: x Review comments to Draft Well Siting TM - Milestones: x Final Well Siting TM and associated recommendations will be approved by the Steering Committee prior to proceeding with exploratory test drilling. Exploratory Test Drilling: Zone 7 will lead efforts to perform exploratory test drilling at the three (3) recommended locations documented in the Final Well Siting TM. Exploratory test drilling activities will include installation of test wells, analyzing water quality and yields at discrete zones, and providing reports to document findings. As the lead agency, Zone 7 will file appropriate California Environmental Quality Act (“CEQA”) document(s) for the exploratory drilling and obtain necessary permits, enter into agreement with a contractor to perform work through a competitive bid process consistent with Zone 7 procedures, and oversee contractor’s work including administration, project management, construction management, field inspection, and reporting.
