Sequoia Ecological Consulting, Inc. <br />Scope of Work and Cost Estimate to Support <br />Fuels Management Efforts at Augustin Bernal Community Park <br />Page <br />2 of 5 <br /> <br />Assumptions <br /> The City of Pleasanton will provide Sequoia’s team with <br />details about any specific concerns of the City or other <br />local fire agencies and participating entities, <br />consultants, and landowners. This includes any policies <br />or restrictions regarding the use of herbicides, grazing, <br />and applied fire. <br /> Sequoia’s team will need to access multiple sites within <br />the project area. The City of Pleasanton will ensure that <br />all necessary landowner notifications are made, and <br />safe site access is provided with Right of Entry (ROE) <br />permits. <br /> Treatment prescriptions may be further refined during <br />development of the Project Description section of the <br />PSA. Treatments are being drafted and finalized by <br />Carol Rice. <br /> Sequoia will cover all agency coordination with <br />California Department of Fish and Wildlife (CDFW), US <br />Fish and Wildlife Service (USFWS), and CAL FIRE as <br />needed. <br /> We have provided an estimate of costs based on the <br />assumption that three (3) 1-hour virtual meetings, and <br />one (1) field site visit with the City and the local fire <br />department, will be sufficient. We assume these <br />meetings will take place during development of the PSA <br />as needed, or as requested by the City. If additional <br />time is required, a change order will be necessary. <br /> Sequoia will provide a weekly email to the City relaying <br />the project status. <br /> Costs include a site walkdown with select members of <br />the project team responsible for authoring the fuels <br />prescription and project design, as well as a Sequoia <br />project manager, technical specialist, and <br />biologist/botanist. <br /> Additional support beyond the final contract amount <br />can be provided with a change order, or a contingency <br />budget for as-needed support requests can be <br />established using Sequoia’s and team members’ 2024- <br />2025 hourly rates. <br /> <br />Task 2. Project Specific Analysis (PSA) and <br />Addendum <br />The PSA will tier from and reference the California <br />Vegetation Treatment Program (CalVTP) Final <br />Programmatic Environmental Impact Report (PEIR). <br />Because portions of the Project area include land <br />outside of the Treatable Landscape, this scope <br />assumes that a PSA and Addendum to the CalVTP <br />PEIR will be required. <br />Draft PSA <br />Since the project is within the Treatable Landscape, <br />and is considered a covered activity under the CalVTP <br />PEIR, the team will prepare a Draft PSA using <br />Appendix PD-3: Project Specific Analysis, of the PEIR. <br />The Draft PSA will include a description of the <br />proposed vegetation treatment activities and <br />description of the project area, as well as narrative <br />responses to the CalVTP PEIR Environmental Checklist <br />that environmental effects of the proposed treatment <br />have been covered in the PEIR and none of the <br />criteria for preparation of subsequent California <br />Environmental Quality Act (CEQA) documentation are <br />met (State CEQA Guidelines Sections 15168(c)(2), <br />15162). We will identify relevant Standard Project <br />Requirements (SPRs) and mitigation measures <br />identified in the CalVTP PEIR. <br />Draft Addendum <br />Since portions of the project are outside of the <br />Treatable Landscape but would involve similar <br />impacts and habitat types, the team will prepare an <br />Addendum to the CalVTP PEIR. <br />The team will prepare the Draft Addendum in <br />accordance with CEQA Guidelines Section 15164.
