City Council Minutes Page 5 of 6 June 4, 2024 <br />comment: Brian Jewell, Jason Hunter, Megan Campbell, Seema Chawla. <br />Mayor Brown closed the public comment. <br />15.Introduce and waive first reading of an ordinance approving the Sixth Amendment to the <br />Development Agreement for the Stoneridge Shopping Center, located at 1008 through <br />1700 Stoneridge Mall Road, governing a previously-approved approximately 362,790 <br />square-foot shopping center expansion to extend the term for six months, with potential <br />additional extensions of either 18 months or two years, and a further potential extension <br />of two years thereafter, subject to the completion of performance standards as set forth <br />in the proposed amendment <br />Recommendation: <br />1.Find the proposed sixth amendment to the Stoneridge Shopping Center <br />Development Agreement to be exempt from further review under the California <br />Environmental Quality Act (CEQA) pursuant to Public Resources Code section <br />21083.3 and CEQA Guidelines section 15183. <br />2.Introduce Ordinance No. 2282 approving the Sixth Amendment to the <br />Development Agreement to extend the term for six months with potential <br />additional extensions of the term and direct the City Manager to execute the <br />same. <br />Presentation by Ellen Clark, Community Development Director. <br />Mayor Brown opened public comment. <br />Comments were provided by Cecily Barclay for the project applicant Simon Group. <br />The following individuals provided comment: Jerry Hunt, Kameron Klotz. <br />Rebuttal comments were provided by Cecily Barclay for the project applicant, Simon <br />Group. <br />Mayor Brown closed the public comment. <br />It was moved by Councilmember Arkin to approve a $50,000 payment at 3 months by <br />September 30, 2024, with additional obligation that a contract for a parking consultant <br />be in place by the end of the 3 month period. Motion failed for lack of second. <br />MOTION: It was m/s by Testa/Nibert to approve the item as recommended. Motion <br />passed by the following vote: <br />Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br />Noes: None <br />Absent: None <br />Mayor Brown called a recess at 10:06 p.m. and reconvened at 10:10 p.m.
