City of Pleasanton—Merritt Property Project <br />Project Description 15183 Consistency Checklist <br /> <br /> <br />8 <br />2.2.3 - Land Use Designation and Zoning <br />The project site is currently designated in the City’s General Plan as Low <br />Density Residential with an HESO. The Housing Element Update designates <br />the project site as Site 22 (Merritt) and allows for a maximum density of 2 <br />du/ac at the project site. <br />The project site has recently been rezoned to Pre-zoned PUD-LDR/HOZ <br />Districts as shown on the City’s zoning maps. <br />2.3 - Project Background and Previous Environmental Review <br />2.3.1 - General Plan Housing Element <br />Concurrent with adoption of the Housing Element Update on January 20, <br />2023, the City Council also adopted the necessary General Plan <br />amendments to allow residential development on the various potential <br />housing sites at the prescribed density. These sites are designated with an <br />HESO in the General Plan Land Use Map and development on the sites must <br />comply with the site-specific densities set forth in the Housing Element. These <br />sites are zoned for residential development, consistent with the applicable <br />design standards established by the City with the intent of ensuring well- <br />designed and attractive projects that minimize aesthetics impacts. <br />While the City has adopted Objective Design Standards (ODS) to implement <br />development consistent with the Housing Element, the “procedures and the <br />strict application of the Objective Design Standards shall not apply to <br />projects or sites for which legislative action, such as an annexation, is <br />required, with such projects subject to the City’s standard PUD <br />process/procedures.” (See Resolution 23-1386, adopted May 2, 2023, Exhibit <br />A, Objective Design Standards for Housing Sites, page 10.) As the proposed <br />project would require legislative action by annexation, the PUD process will <br />apply instead of the ODS procedures. <br />The Housing Element Update also outlines development standards for Site 22 <br />(Merritt), including a density of 2 du/acre. <br />2.3.2 - Housing Element Update Final Environmental Impact Report <br />The City prepared a Program EIR for the Housing Element and related <br />General Plan amendments and certified the Housing Element Update FEIR on <br />January 26, 2023. The Housing Element Update FEIR identified significant <br />environmental effects that could result from implementation of the Housing <br />Element as well as ways the impacts could be reduced to less than
