<br /> Exhibit A <br /> <br />January 25, 2024 <br /> <br />Ms. Heidi Murphy, Director <br />Library and Recreation Department <br />City of Pleasanton <br />400 Old Bernal Avenue <br />Pleasanton, CA 94566 <br /> <br />Subject: Proposal for Facilitation Services - Revised <br /> <br />Dear Ms. Murphy: <br /> <br />We appreciate the City of Pleasanton’s (City) interest in Raftelis facilitating a workshop with your team as part of <br />updating the Library and Recreation Department’s Strategic Plan. Our team has worked with you previously and assisted <br />you in preparing your current Strategic Plan, and we would be pleased to assist you with this update process. Vice <br />President Jan Perkins will serve as facilitator, and she will be supported by another member of our team. We understand <br />you have selected the date of October 14, 2024 for an all-staff day during which this strategic planning update will take <br />place. We have revised this proposal to provide additional cost detail. <br /> <br />Background <br /> <br />The Library and Recreation Department has a Strategic Plan that was adopted in 2019 and goes through 2024. It was the <br />culmination of significant input and participation from all members of the newly formed department. The management <br />team’s composition had changed during that time due to the merger of the Library with what had been Community <br />Services, and the Strategic Plan was a way for the new department to set a path for its future. <br /> <br />It is now time for the department to create a new plan. We understand that you and your staff are doing significant work <br />in reviewing the existing plan, the Citywide Strategic Plan adopted in fall 2023, and all existing master plans. <br />Additionally, your staff will be identifying what has been completed, what remains and what is missing for the next <br />Strategic Plan. Concepts for the new plan will be taken to the commissions supported by your department for their <br />review. <br /> <br />All of this pre-work will be important in preparing a new Strategic Plan. Our proposal is to assist your team in developing <br />the new document and facilitating a workshop with your entire staff in October 2024 to provide input into the proposed <br />plan. <br /> <br />Approach <br /> <br />We have described our approach below for the support of the new Strategic Plan document as well as the one-day <br />workshop. We will work with you to collaboratively plan the agenda and provide a Strategic Plan document to serve as <br />your guide for the next several years.
