3200 Hopyard Road Redevelopment – Transportation Assessment
January 2, 2024
17

INTERSECTION LEVEL OF SERVICE ANALYSIS – BUILDOUT AND BUILDOUT PLUS PROJECT CONDITIONS
This section describes the operational characteristics of the roadway network under Buildout and Buildout plus Project Conditions. Buildout plus Project Conditions consist of Buildout traffic volumes
and roadway facilities plus new traffic generated by the proposed project. Buildout Conditions traffic
volumes are shown in Figure 7, and Buildout plus Project Conditions are shown in Figure 8.
Table 6 summarizes the results of the level of service analysis using the Synchro 11 software program for Buildout and Buildout plus Project Conditions.
Under Buildout Conditions, all intersections would operate at acceptable LOS C or better during both
peak hours.
With the addition of project traffic under Buildout plus Project Conditions, all intersections would continue to operate at acceptable LOS C or better during both peak hours. Thus, traffic operation impacts from the proposed development are anticipated to be within acceptable parameters with respect to the City of Pleasanton General Plan (i.e., considered negligible effect to roadway operations).
LOS reports are provided in Appendix F and Appendix G, for both scenarios respectively.
Table 8: Intersection Level of Service Analysis – Buildout plus Project Conditions
No Intersection Control
Type
Peak
Hour
Buildout Conditions Buildout Plus
Project Conditions Change
in Delay
(S/Veh) Delay
(S/Veh)
Delay-
Based
LOS
Delay
(S/Veh)
Delay-
Based
LOS
1 Hopyard Rd. & Valley
Ave. Signal a.m. 25.8 C 25.8 25.8 C
p.m. 29.4 C 29.4 29.6 C
2 Hopyard Rd. & S.
Valley Trails Dr. Signal a.m. 12.6 B 12.6 13.1 B
p.m. 26.3 C 26.3 26.5 C
3 Hopyard Rd. & N.
Valley Trails Dr. Signal a.m. 9.2 A 9.2 9.2 A
p.m. 7.3 A 7.3 7.3 A
4 Hopyard Rd. & West
Las Positas Blvd. Signal a.m. 28.3 C 28.3 28.3 C
p.m. 31.2 C 31.2 31.4 C
5 Valley Trails Dr. & Site
Entrance OWSC a.m. - - - 9.6 A
p.m. - - - 9.5 A
Note:
Delay = Average control delay in seconds per vehicle,
LOS = Level of Service.
Reported values are overall for signalized intersections.
