Page 3 of 5 <br />• Reduces short-term and long-term recovery and reconstruction costs <br />• Increases cooperation and community within the community through the planning <br />process <br />• Increases potential for state and federal funding for recovery and reconstruction. <br /> <br />With an adopted plan, the City will be eligible to apply for and receive grant funding from the <br />Federal Emergency Management Agency to reduce the vulnerability of affected residents to <br />local hazards. Reducing vulnerability to disasters helps to break the cycle of disaster-recovery <br />and ensures a more sustainable future for the next generation. The goals of the Tri-Valley <br />LHMP (Attachment 1) are to: <br />1. Ensure that hazards are identified and considered in land use decisions <br />2. Improve local emergency management capability <br />3. Promote community awareness, understanding, and interest in hazard mitigation <br />policies and programs <br />4. Incorporate hazard mitigation as an integrated public policy and standard practice <br />5. Reduce community exposure and vulnerability to hazards where the greatest risk exists <br />6. Increase resilience of infrastructure and critical facilities <br />7. Promote an adaptive and resilient planning area that responds proactively to future <br />conditions <br />8. Develop and implement mitigation strategies that identify the best alternative to protect <br />natural resources, promote equity, and use public funds in an efficient and cost-effective <br />manner <br />9. Prioritize and direct resources to increase disaster resiliency among historically <br />underserved populations, for individuals with access and functional needs, and in <br />communities disproportionately impacted by disasters. <br /> <br />Table 3-13 in Volume 2 (Attachment 2) summarizes the actions that were recommended in the <br />previous 2017 Tri-Valley Hazard Mitigation Plan for Pleasanton and their implementation <br />status for this update. Table 3-14 in Volume 2 lists the actions that make up the proposed <br />update to the hazard mitigation action plan for Pleasanton. Most of the previous actions are <br />carried over to this LMHP update; however, there are some new actions: <br />• Action PLE-6—Purchase generators for critical facilities and infrastructure that lack <br />adequate backup power. <br />• Action PLE-11—Provide information to the community about natural hazards, their <br />impacts, and measures both the city and community members may take to mitigate the <br />impacts. Outreach may include notices on the city website, social media channels, print <br />media, and other forms of education and awareness. <br />• Action PLE-12—Substantial Damage Response/Management Plan—Explore the <br />feasibility of developing the plan. Develop the plan if deemed feasible. <br />• Action PLE-13—Encourage replacing aboveground electric and phone wires and other <br />structures with underground facilities and use the planning-approval process to ensure <br />that, on a case-by-case basis, all new phone and electrical lines are installed <br />underground. <br />• Action PLE-14— Explore the feasibility of identifying socially vulnerable populations at <br />the census block level.
