Page 2 of 5 <br /> <br />Beginning in January 2022, the planning partners began work on the update, consistent with <br />the requirements of the federal Disaster Mitigation Act of 2000, with assistance from Tetra <br />Tech. The objective of the Tri-Valley LHMP is to create a uniform hazard mitigation strategy for <br />the Tri-Valley area to reduce the community’s vulnerability to natural disasters and hazards. A <br />steering committee was formed to prepare the plan and oversee public outreach. The steering <br />committee included representatives from the planning partners as well as other interested <br />parties, and all meetings of the steering committee were open to the public. <br /> <br />The public review draft 2023 Tri-Valley LHMP was published for public review in May 2023. <br />The project webpage (http://www.livermoreca.gov/hazard-mitigation) includes additional <br />information including the draft plan, background materials, steering committee meeting <br />information, and information on hazard mitigation planning more generally. <br /> <br />The hazard identification and community profile in the Tri-Valley LHMP addresses the following <br />natural hazards considered to be of significant importance within the planning area: <br />• Flood <br />• Drought <br />• Earthquake <br />• Severe Weather <br />• Dam Failure <br />• Wildfire <br />• Landslide <br /> <br />Climate change and its interface with these various hazards is incorporated as a summary <br />assessment of current and anticipated impacts for each identified hazard concern. <br /> <br />DISCUSSION <br />The steering committee met regularly beginning in May 2022 and developed the key <br />components of the plan, including goals, identification of public involvement, critical facilities, a <br />public involvement strategy, and hazard risk ranking. In addition to the public steering <br />committee meetings, public feedback was solicited though social media posts, and a public <br />survey available on the project webpage to raise public awareness and inform the Tri-Valley <br />communities about the plan’s development. <br /> <br />The Tri-Valley LHMP demonstrates community commitment to reducing risks from all hazards <br />and serves as a guide for decision makers as they commit resources to minimize the effects of <br />these hazards. The plan integrates with the City’s existing documents and policies such as the <br />General Plan, Climate Action Plan 2.0 (CAP 2.0), and Pleasanton Municipal Code. The plan <br />includes a thorough hazard risk assessment, disaster mitigation priorities, and subsequent <br />mitigation actions and projects for the planning partners. <br /> <br />Effective hazard mitigation planning can provide the following benefits: <br />• Reduces the loss of life, property, essential services, critical facilities, and economic <br />hardship <br />Page 62 of 228
