Page 4 of 5 <br />efforts. <br /> <br />Under State law (Senate Bill 379) the City is required, upon adoption of the LHMP, to review <br />and update the general plan safety element as necessary to address climate adaptation and <br />resiliency strategies applicable to the City, or incorporate the hazard plan by reference. This <br />review and amendment to the Pleasanton General Plan is anticipated to be brought to the City <br />Council later in 2024. <br /> <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) <br />This is not a project defined under CEQA, and no further action is required. <br /> <br />EQUITY AND SUSTAINABILITY <br />Adoption of the 2023 Tri-Valley Local Hazard Mitigation Plan aligns with the CAP 2.0 objective <br />to improve resilience and vulnerability to climate change. Specifically, the LHMP update <br />advances CAP 2.02 Strategy CRW-1 under the topic of Community Resilience and <br />Wellbeing: Strengthen community resilience and reduce vulnerability to climate change <br />through the following supporting actions: <br />• P16: Comprehensive climate awareness, education, and outreach <br />• S9: Wildfire preparation, prevention, and education. <br /> <br />The LHMP update adoption, as outlined per goals 5, 8, and 9 of the 2023 Tri-Valley Local <br />Hazard Mitigation Plan, will also work toward addressing the vulnerability and equity of <br />resources to certain population groups (e.g. low-income, senior, disabled, etc.) who are often <br />the communities most disproportionately affected by disasters. <br /> <br />OUTREACH <br />To develop the 2023 Tri-Valley LHMP, the planning partners held steering committee meetings <br />open to the public, solicited public feedback though media posts and a public survey available <br />on the project webpage. The 2023 Tri-Valley LHMP webpage continues to be updated to raise <br />public awareness and inform the Tri-Valley communities about the plan’s development. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the ONE Pleasanton strategic plan goal of Safeguarding Our <br />City, Strategy 4 – Identify funding sources and implement the hazard mitigation plan to <br />address response to natural disasters. <br /> <br />Adopting the 2023 Tri-Valley LHMP will provide the City opportunity(ies) to receive grant <br />funding by FEMA to plan for and address impacts of natural disasters. <br /> <br />FISCAL IMPACT <br />The adoption of the Tri-Valley LHMP does not have a financial impact to the City; however, the <br />City must adopt a Local Hazard Mitigation Plan (LHMP) and have it approved by FEMA in <br />order to be eligible to receive federal hazard mitigation project funding. The Tri-Valley LHMP <br />includes Recommended Actions that will require staff resources to complete, such as <br />integration of the LHMP into existing City documents.
