Page 1 of 5 <br />Item #5 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />February 20, 2024 <br />Community Development <br /> <br />TITLE: ADOPT A RESOLUTION ADOPTING THE 2023 TRI-VALLEY LOCAL HAZARD <br />MITIGATION PLAN <br /> <br />SUMMARY <br />In response to the requirements of the federal Disaster Mitigation Act of 2000, the cities of <br />Pleasanton, Livermore, and Dublin and the Dublin San Ramon Services District have <br />developed a multi-jurisdiction hazard mitigation plan: the Tri-Valley Local Hazard Mitigation <br />Plan (Tri-Valley LHMP). This multi-jurisdiction plan represents an update to each city or <br />agency’s component of the prior LHMP, which was last updated and adopted in 2018. In <br />addition to providing a comprehensive evaluation of the natural and other hazards facing the <br />Tri-Valley area, the LHMP identifies specific measures that should be taken to help to mitigate <br />or avoid these risks. Having an adopted LHMP allows the City to be eligible for certain grant <br />funding that supports hazard mitigation planning and programs. <br /> <br />The Tri-Valley LHMP fulfills the five-year plan update requirement for the collective partners, <br />as it identifies resources, information, and strategies for reducing risk from natural hazards in <br />the Tri-Valley planning area. The plan is composed of two volumes: Volume 1 contains <br />components that apply to all partners and the broader planning area; Volume 2 contains all <br />components that are jurisdiction-specific. Each planning partner has a dedicated annex in <br />Volume 2. <br /> <br />The Tri-Valley LHMP was submitted to the California Governor’s Office of Emergency Services <br />(Cal OES) for review on October 12, 2023. Cal OES completed its review and submitted the <br />plan to the Federal Emergency Management Agency (FEMA) for its review on October 31, <br />2023 (Attachment 3). On December 15, 2023, FEMA completed its review and determined the <br />plan meets the requirements of the Disaster Management Act and is eligible for final approval <br />pending its adoption by each of the planning partners (Attachment 4). For multi-jurisdictional <br />plans, FEMA will issue multiple approvals as each planning partner submits its resolution <br />formally adopting the Tri-Valley Local Hazard Mitigation Plan. <br /> <br />RECOMMENDATION <br />Adopt a resolution adopting Volume 1, Pleasanton’s portion of Volume 2, and all appendices of <br />the 2023 Tri-Valley Local Hazard Mitigation Plan. <br /> <br />BACKGROUND <br />The City’s ONE Pleasanton strategic plan includes implementation of the Local Hazard <br />Mitigation Plan per goal Safeguarding our City, Strategy 4. A specific undertaking related to <br />this strategy is the update of the Local Hazard Mitigation Plan. On April 4, 2022, the City <br />entered into a professional services agreement to update the Local Hazard Mitigation Plan with <br />the firm Tetra Tech, in partnership with the cities of Livermore, Dublin, and the Dublin/San <br />Ramon Services District (DSRSD), referred to as the planning partners. <br />Page 61 of 228
