This resulted in having to control lighting by turning off circuit breakers in the <br />electrical panels. As individual light fixtures became non-functioning, the remaining lights were <br />left on overnight for fear of losing more light fixtures. <br />In 2021, the Library Lighting Improvements Project was identified by staff as one of many <br />library capital needs, including roof and window replacement, fire alarm upgrades, restroom <br />upgrades, and new furniture. Design was started for the library roof, windows, lighting, and fire <br />alarm under CIP No. 14408. Estimates exceeded CIP funding, and only the Library Roof <br />Replacement Project proceeded to construction under CIP No. 14408. <br />On January 5, 2022, staff authorized a task authorization under an on-call agreement with <br />Dahlin Group to provide design services for the library’s lighting and interior improvements. At <br />the time of design development, the new CIP No. 23493, funded from mid-term allocations, <br />had not yet been established and the early design was charged to the related CIP No. 14408. <br />After preliminary design estimates exceeded CIP funding, the interior improvements, such as <br />furniture, restroom, and fire alarm upgrades, were excluded to create a standalone Library <br />Lighting Improvements Project, CIP No. 23493. <br />Given current financial constraints, it is uncertain when the needed remaining interior <br />improvements will be completed. Until additional revenues are secured, the City will prioritize <br />critical projects related to health and safety and the deterioration of community assets. With <br />that, in August 2023, Dahlin Group prepared a final cost estimate which projected that the <br />project was within budget, and bid documents were prepared for lighting only. The project was <br />publicly advertised on November 17, 2023, and the City Clerk received bids on December 20, <br />2023. <br />DISCUSSION <br />The Library Lighting Improvements Project plans prepared by Dahlin Group remove the <br />proprietary lighting control system and provide a lighting control system used at other City <br />facilities that staff can operate. The new system will better coordinate with the dimming <br />capabilities of the new LED light fixtures, replacing the existing fixtures throughout the library <br />and resulting in much better light quality, energy savings, and zone control. Dimming of LED <br />fixtures also extends the standard 12-15 year life expectancy. <br />The project excludes lighting improvements within the staff office area because these lighting <br />fixtures were upgraded to LED light fixtures in 2019 as part of the Pleasanton Library Staff <br />Office and Storage Area Remodel Project, CIP No. 17750. <br />The current lighting quality in the library is inadequate due to many fixtures not working, with <br />areas between stacks being dark in the winter months and in the evenings. This makes it <br />difficult for patrons to browse library collections, read, and study, and library staff has reported <br />difficulty in locating books and materials in dimmer sections. <br />The library will remain open to staff and the public during construction and maintain after- <br />school programs for children and teens, as well as senior services and programs as the <br />contract was developed to allow construction working hours Monday through Friday, 6:30 a.m. <br />to 3 p.m. (earlier than City standards), so that work will not impact the heavier use of the library <br />during after-school hours.
