Page 1 of 4 <br />Item #9 <br />CITY COUNCIL AGENDA REPORT <br />January 16, 2024 <br />Public Works - Engineering Division <br />TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD THE <br />CONSTRUCTION CONTRACT FOR LIBRARY LIGHTING IMPROVEMENTS <br />PROJECT, CIP NO. 23493 TO AMERICAN WHOLESALE LIGHTING OF <br />LIVERMORE, CA, FOR THE LOW BID AMOUNT OF $997,212 AND AWARD A <br />PROFESSIONAL SERVICES AGREEMENT TO DAHLIN GROUP, INC., FOR THE <br />NOT-TO-EXCEED AMOUNT OF $21,350 FOR CONSTRUCTION SUPPORT <br />SERVICES <br />SUMMARY <br />This project at the City's library, located at 400 Old Bernal Avenue, will replace the existing <br />interior light fixtures and lighting control management system with LED lights and a new light <br />control system. The current lighting control system does not function properly, individual light <br />fixtures no longer work, and lights are left on overnight for fear of more fixture failures. By <br />replacing the lighting fixtures, this project is intended to create a safer, brighter, and more <br />inviting environment for library patrons, enhancing their library experience as well as address <br />current issues. The library will remain open to staff and the public during construction. The <br />project was designed, reviewed, and approved by City staff, and then competitively bid with <br />five bids received on December 20, 2023. Staff recommends awarding the construction <br />contract to the lowest responsible bidder, American Wholesale Lighting from Livermore, CA, <br />for $997,212 and awarding a professional services agreement to Dahlin Group, Inc., for the <br />not-to-exceed amount of $21,350 for construction support services. <br />RECOMMENDATION <br />1. Approve plans and specifications, review bids, and award the construction contract for <br />Library Lighting Improvements Project, CIP No. 23493 to American Wholesale Lighting <br />of Livermore, CA, for the low bid amount of $997,212 and award a professional services <br />agreement to Dahlin Group, Inc., for the not-to-exceed amount of $21,350 for <br />construction support services <br />2. Authorize the City Manager to enter into the project contracts with American Wholesale <br />Lighting and Dahlin Group, Inc. <br />3. Authorize the Director of Public Works to approve and execute contract change order(s) <br />for a contingency amount not to exceed $150,000 (approximately 15 percent) that is <br />included in the project’s funding. <br />BACKGROUND <br />The City’s library was constructed in 1988. The building’s interior lighting controls were <br />upgraded in 2011 to an automated lighting control system that continued to use the original <br />aging fluorescent light fixtures. The lighting control system no longer functions properly and is <br />a proprietary system that City staff cannot modify.
