Assistant City <br />Manager Pamela Ott clarified that a further discussion on amenities for Phase 2 will be brought to <br />the City Council for direction and prioritization should funding become available. <br /> <br />MOTION: It was m/s by Arkin/Testa to approve conceptual plan A with the gazebo (option B) for <br />the design of the bandstand, approve the professional services agreement with Callander <br />Associates, and authorize the City Manager to approve and execute agreements for the project as <br />recommended. Motion passed by the following vote: <br /> <br /> Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> <br />19. Review the proposed recommendations regarding commission and committee reorganization and <br />deferral of the fall 2023 recruitment <br /> <br />Recommendation: <br />• Review the proposed recommendation regarding commission and committee <br />reorganization and provide input, toward formal approval at a future City Council meeting. <br />• Approve the deferral of the fall commission and committee recruitment process until the <br />final reorganized structure is implemented, excepting for as-needed recruitments to ensure <br />a commission/committee maintains a quorum. <br /> <br />Assistant City Manager Pamela Ott introduced the item. Heidi Murphy and Ellen Clark presented <br />the item. <br /> <br />Mayor Brown opened public comment. The following individuals provided comment: Wendy <br />Kimsey, Sharon Piekarski, and Jan Coleman-Knight. <br /> <br />The Mayor closed public comment. <br /> <br />The City Council provided direction on the proposed reorganization as follows: <br /> <br />• Economic Vitality Committee: Reduce from 22 to 9 members (Commercial Real Estate, <br />Downtown Business, Retail, Information Technology, Life Sciences, Commercial Services, <br />Professional Services, 2 at-large businesses), and reduce meeting frequency to meet <br />every other month. <br /> Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> <br />• Bicycle, Pedestrian, and Trails Committee: Reduce from 13 to 9 members (1 Planning <br />Commissioner, 1 Parks & Recreation/Arts Commissioner, 2 Youth Commissioners, 1 <br />Energy & Environment Commissioner, 4 at-large members), with 1 youth member and 5 <br />at-large members, and reduce meeting frequency to meet every other month. <br /> Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> <br />• Energy and Environment Committee: Change to a commission, no change to membership <br />(7 members). <br /> Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> <br />Page 10 of 201
