<br />City Council Minutes Page 8 of 8 October 17, 2023 <br /> <br /> <br /> <br />• Youth Commission: Reduce term to 2 two-year terms, remove adult members (regular and <br />alternate), total of 15 members of 3 middle school, 6 freshmen/sophomores, 6 <br />juniors/seniors, meet monthly, September through May. <br /> Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> <br />• The City Council directed that staff return with a transition plan for the approved proposal <br />to combine the Housing Commission and Planning Commission with no change to <br />membership (6 members). <br /> <br />The City Council directed that the ad-hoc subcommittee meet to further discuss the proposals for <br />the remaining commissions: Civic Arts, Human Services, Library, and Parks and Recreation. <br /> <br />The City Council agreed that the fall recruitment to fill commissions and committees vacancies is <br />deferred unless an immediate term need is required for a board that will not be impacted by major <br />membership changes. <br /> <br />At 11:10 p.m., by majority consensus, the City Council agreed to proceed with the meeting. <br /> <br />20. Item 2 from Consent Calendar – Approve change at public meetings to allow virtual public <br />comment only when required by state law when a councilmember is also attending virtually <br />effective October 23, 2023 <br /> <br />Recommendation: Approve change in practice to only accept in-person or written public <br />comments, unless accepting virtual comment is required by state law effective October 23, 2023. <br /> <br />MOTION: It was m/s by Nibert/Brown to approve the item as recommended. Motion passed by <br />the following vote: <br /> <br /> Ayes: Councilmembers Arkin, Nibert, Mayor Brown <br /> Noes: Councilmembers Balch, Testa <br /> Absent: None <br /> <br />MATTERS INITIATED BY COUNCIL <br /> <br />By majority consensus, the City Council agreed that when the next discussion regarding development <br />fees is scheduled on an agenda that it also includes a discussion of a percentage allocation for public <br />art. <br /> <br />COUNCIL REPORTS <br /> <br />Councilmembers reported on regional and local agency meetings attended. <br /> <br />ADJOURNMENT <br /> <br />The Mayor adjourned the meeting at 12:02 a.m. <br /> <br /> <br /> <br /> Jocelyn Kwong, City Clerk <br />Page 11 of 201
