However, BUSC may have over 500 participants still playing in <br />the spring which I believe is far more than “traditional sports season” for sports like <br />lacrosse for example. Are the total numbers being taken into account or just which <br />sports are “in-season” regardless of the number of participating players? <br /> <br />A: There was a formula that was based on membership size in the 2011 field <br />application and use procedure document. The formula was originally meant for <br />times when groups could not agree on the field usage and sharing, and therefore <br />could invoke the use of the formula. The formula model was never implemented <br />and does not match today’s best practices. Basing field allocations on membership <br />size could result in the largest groups having a monopoly of field use. Staff is <br />aiming to provide the most equitable field allocation to all user groups. Given that <br />the City sports field inventory is finite, the demand for field usage exceeds the <br />ability to permit unlimited use by all users. We look forward to continuing the <br />current practice of healthy discussion, collaboration, and teamwork when <br />addressing field allocations. <br /> <br />Field allocation is defined and explained in the following sections of the handbook. <br />Staff developed the sections with equity in mind. <br /> <br />• Field allocation priority classification <br />• Field allocation process <br />• Sports Season priority <br /> <br />We understand that many sports clubs have evolved into year-round competitive <br />schedules. However, our Pleasanton co-sponsored group consists largely of <br />organizations that schedule a strong traditional season, with a much smaller off - <br />season or no off-season. These groups include baseball, softball, boys lacrosse, <br />girls lacrosse, and football. <br /> <br />Sports seasons are necessary to provide equitable field space for all user groups. <br />Similar to high school sports seasons, the City aims to provide all user groups the <br />field time their sport needs based on their traditional season. <br /> <br />2. Q: I see a lot of mention of “equity” which we are all for. But I’d like to see what <br />this means objectively when it comes to gender. Luckily, soccer is pretty much <br />gender balanced with both BUSC and Rage having similar participation numbers <br />but I’m wondering if this means females getting a higher priority to make up for <br />other sports that might be male-dominated. How is this related specifically to the <br />field allocation policy in practice? <br /> <br />A: The Fair Play Act requires that park and recreation departments provide girl and <br />boy athletes with equal opportunities and equal treatment in their youth sports <br />programs. Park and recreation departments must provide youth sports <br />participation opportunities for girls and boys in numbers that reflect the percentage <br />of girls and boys in the community.
